I was hired to revitalize the Information Technology area lead the operational and business units executing Security, Data, Business Systems, and IT Support. I have managed the road map driving accountability in the IT organization and utilized lean processing principles to achieve efficiencies. I also established enterprise-wide goals resulting in exceeding the expectations of customers through continuous improvement of products and services. I formalized process to effectively partner with business unit executives to identify, develop and implement IT opportunities to improve functionality and financial performance of the organization.Below are some of my notable contributions:• Established a Security Program to maintain high level of security governance to the CIS Standard of Maturity, a Risk Management Program using FAIR and the Risk RMF, which won five compliance certifications in two years: PCI, SOC 1 and SOC 2, ITAR, ISO 27001, NIST 800-171 and currently working CMMC and FEDRAMP.• Orchestrated a Security Operation Center to ensure immediate incident response for events based on a data driven approach to detect security signals and insights that lead to automated responses through Robotics Process Automation (RPA).• Formed a Business Systems Team focused on an effective eight platform strategy that consolidated 267-application ecosystems to 78 through value stream mapping and process improvement.• Planned and implemented a Data Management Strategy built on a Snowflake data warehouse/data mart data layer feeding into many data presentation applications which was primarily Tableau.• Launched an IT Service Management organization aimed at making the working lives of employees more simple, pleasant and productive.

In this role, I was tasked to develop an enterprise information security framework, ensuring data integrity, confidentiality, and availability of information as well as creating controls for data processing. I led day to day operations of enterprise security consulting, in the area of information asset management, risk and vulnerability management, audit and compliance, security awareness and training. Spearpoint Associates, LLC (Spearpoint), a Service Disabled Veteran Owned Small Business, is a privately held consulting and professional services organization specializing in the design and installation of large-scale enterprise networks in the DoD, Federal Government arena. Spearpoint provides enterprise level IT architecture and engineering services for classified and unclassified networks and employs cleared engineers with the highest caliber of industry level certifications. Spearpoint Associates was established in 2006 with corporate offices in Cheyenne, Wyoming, San Luis Obispo California and Okinawa Japan.

In this role, I created and edited the existing network infrastructures, developed implementation plans, and created documentation and scripts that generate Federal Requests for Proposals. I managed stories as a scrum leader ensuring customers shared in the design and validation decision as well as allowing the engineers to work on tasks with more cycles. As the CIO (N6) for Guantanamo Bay Cuba I was primarily responsible for securing ALL networks of data/voice communication that every customer (tenant) required to perform their Secret and Top-Secret Missions. The tenants included FBI, CIA, DEA, UMS, FAA, NCIS, Naval Station, US Marine Corps and some contracted black operations teams. I directed the teams responsible to provide radio, voice, closed network cellular, network, classified network and top-secret network connectivity. My team was responsible to ensure all communications maintained integrity (tap-free) and confidentiality (access management. I was also the responsible Director who coordinated all communication events to support Operation Haiti Recovery in 2010 after the Haiti Earthquake.Selected Achievements:Directed the all communication resources in the Caribbean for the Haiti 2010 earthquake disaster. Directed the design and installation of a 3.1 million dollar closed network cellular system Delivered 99.9% available of network services to the FBI, CIA, Marshals Service, Navy, Marine Corps and White House Communications CIO Transitioned Naval Network from bare metal to a virtualized data center reducing operational costs by 45% Transitioned 75% of thick client computing to thin client Terminal Services 2003 solution saving $36k in power resources and $260k per year in Technical refresh costs attributed to new hardware.  Successfully achieved the Navy Classified Network Accreditation certification for the first time in Guantanamo Bay History.

Information Management: Served as a coordinator of processes between executive staff sections ensuring accurate and focused information are delivered in a timely manner. Used report matrices, and request for information (RFI) procedures, along with collaborative planning tools such as internet/intranet web sites, knowledge portals, chat, video teleconferencing and email to ensure information is translated into focused knowledge that facilitates decision-making. Developed and implemented information technology (IT) capital planning investment and control program strategies. Provided and interpreted federal, DoD, USMC, and MARFORJ guidance on procedures, policies, and standards. Was the lead architect in building Microsoft Server solutions by mapping customer's business problems to an end-to-end technology solution. Led the technical analysis of hardware and software components and developed the overall technical solution. Led the architecture, design, and implementation of Microsoft Server solutions, integrating COTS, GOTS, and custom hardware and software components.

Network Engineer: Responsible for overseeing network security, installing and maintaining network hardware and software, maintaining a storage management program, monitoring and maintenance of enterprise network management and providing for routine back-ups, providing virus protection and monitoring daily activity. Strong knowledge of switches, routers and various inter-networking LAN/WAN communication protocols. Provided strong troubleshooting for software/hardware problems/questions with assistance of internal/external sources for Network or Infrastructure support.
