Mr. Howard is a Managing Principal at Epsilon. Mr. Howard is certified as a Professional Wetland Scientist by the Society of Wetland Scientists and as a Certified Wetland Scientist by the State of New Hampshire. He has nearly three decades of experience in wetland ecology, wetland mitigation and restoration design, wildlife habitat and vernal pool assessments, natural resource inventories, environmental impact statement preparation, environmental regulatory analysis, and environmental permitting.At Epsilon, Mr. Howard has developed core experience in serving the public and private sector development communities having permitted numerous energy facilities, aviation projects, electric transmission lines, natural gas pipelines, business parks, transportation infrastructure facilities, mixed use developments, residential subdivisions, college and university campus facilities and athletic fields, and golf course developments.His environmental permitting experience at the federal level includes projects involving the Federal Energy Regulatory Commission, U.S. Army Corps of Engineers, and the U.S. Environmental Protection Agency. Mr. Howard’s New England environmental permitting experience includes extensive work with the Massachusetts Environmental Policy Act, Wetlands Protection Act, Endangered Species Act, Chapter 91 Waterways Act, Coastal Zone Management Act, and the 401 Water Quality Certification program. Mr. Howard also has experience working with Connecticut’s Inland Wetlands and Water Courses Act, New Hampshire’s wetland regulations and Shoreland Protection Act, and New York’s Water Quality Certification and Freshwater Wetlands Permit programs. He has provided expert testimony in Massachusetts Energy Facilities Siting Board/DPU cases, DEP adjudicatory hearings, DEP Superseding Order of Conditions hearings, and Land Court cases.
