Mr. Hess developed project implementation/management plans for a new cargo warehouse/logistics center at the new Duqum port in Oman; a seven (7) story office building in Muscat and served as a planning advisor for a new water theme park in Barka, Oman plus a new Integrated Tourist Complex (ITC) along the Gulf of Oman beachfront in Muscat. Upon return to the US, I consulted with private clients in Florida and Arizona as a construction manager for infrastructure projects.

PWA awarded a retainer agreement to develop a unique suite of standard forms of contract (FIDIC based) that addressed the operational needs of PWA's six business units and designated mega projects.

Senior Project Manager of a matrix organized design team of more than 50 multinational professionals, geotechnical engineering and construction cost estimating consultants for design of underground car parks, office buildings and a major highway. He prepared and administered the project management and implementation plan, project specific quality assurance and life safety plans. He interfaced with client representatives, prepared monthly progress reports and formal presentations to stakeholders.

Muscat, Oman

Mr Hess was Senior Project Manager for implementation of runway and infrastructure construction of two, $500 million projects. The construction was expedited to meet operational start up dates. He was responsible for construction administration, contract management and environmental compliance to permit conditions for each airports's construction activities. He directed programming, priorities and allocation of resources; management of change orders; weekly progress meetings and formal reports.

Mr Hess was a Regional Project Manager associated with a Program Management Group responsible for administrative overview of multidiscipline teams associated with construction of infrastructure and multiple story apartment buildings until war erupted.

Mr Hess was a Project Director and member of a six person Program Management steering committee for design-build of a new city. He collaborated with designers and construction contractors representatives to implement quality standards, life safety, budgets and schedules for infrastructures, buildings and environmental protection projects.
