    I used my European experience to launch special operations support teams at both USEUCOM's and USAFRICOM's special operations components (SOCEUR & SOCAFRICA). This is MacB's first presence at these combatant commands (CCMDs) and provides dynamic support to special ops in both USEUCOM's & USAFRICOM AOR's. I also lead a Tampa-based reach back team providing additional production capacity, and recently added a team supporting NATO special operations & training at Camp Dawson. We focus on operational assessments, analysis, intelligence, IT and UW training. My 5+ USEUCOM and 8+ USAFRICOM years of experience provide understanding of these CCMD's missions and how to do business in Germany.     Led LM’s AFRICOM, SOCAFRICA and U.S. Air Forces, Europe (USAFE) programs; 63-person team of information technology (IT) engineers and architects, intelligence subject matter experts (SME’s), and operational and planning SME’s were located at 3 geographically-separated sites. Guided LM’s 46-person team supporting AFRICOM J1, J2, J5, J6, J8, and SOCAFRICA – including a 10-person team of Microsoft engineers. Assumed leadership of LM’s 17-person USAFE/J6 team at Ramstein Air Base, and took a chronically Red team to full Green within 6 months. Started LM’s AFRICOM team with 10 people in April, 2007 and grew it to 63 FTE’s, added Microsoft and Accenture as subcontractors to perform specialized tasks. Performed all administrative tasks on-site including BD, proposals, recruiting/hiring new talent, HR functions, liaison to contracting offices, and direct customer contact. Competed or re-competed contracts over 12 times with 5 different government contracting organizations. Handled all technical expert status agreement (TESA) requirements to obtain German work permits for AFRICOM team as well as other LM teams working in Germany. This included registering contracts with the German government, obtaining TESA clearance for each employee, and status of forces accreditation (SOFA) for all employees and dependents. As LM’s AFRICOM business line was located 3,000 miles from my corporate leaders, I was given broad decision-making authority. My success was recognized when I was selected for LM’s Team Excellence Award in 2012, 2 LM SPOT awards in 2011, as LM Program Manager of the Year in 2009, and LM’s STAR award in 2008. I developed a very successful product line and expanded into AFRICOM’s components. LM’s USAFE/J6 team was also added to my portfolio in 2012 so I could correct some operational issues. As a result, I took this program from Red to Green within 6 months and received a LM Special Recognition Award in 2013.

    Sr. PM leading LM’s Command Information Superiority Architectures (CISA) team at STRATCOM. Led a team designing and integrating net centric principles into the Command's C4ISR architecture. Our team supported the Global Command and Control (GC2) architecture effort, which integrated or aligned STRATCOM's GC2 systems and architectures with Joint Forces Command's (JFCOM's) Joint C2 program.We introduced architectural tools and standards, designed custom products, and integrated STRATCOM efforts with JFCOM and the DoD CIO. We supported implementation of the Joint Network Operations (JNO) capability portfolio management program and helped design the Command's contributions to the NetOps architecture. To further the NetOps program, we hosted working groups and led a COCOM-wide net centric assessment quantifying the DoD net centric architecture at the COCOM level. To guide this project, we developed a net centric maturity model framework, designed a methodology for data collection, and developed data analysis and reporting standards. We then conducted COCOM training, and visited key COCOMs to provide local mentoring.

    As PM and Senior Architect assigned to the U.S. European Command (EUCOM), I expanded LM’s team from 12 people to 36. My team was spread over 7 contracts, which provided numerous opportunities to write proposals, register the winning contracts with the German government, and provide ongoing TESA/SOFA support to the team. Our 300% expansion was based my ability to develop customer intimacy and deliver people who excelled in customer support. As the senior person in Stuttgart, Germany I was responsible for all aspects of guiding the team: employee recruitment, HR, budget analysis, contract administration and daily operations. I also provided technical development of products supporting EUCOM's intelligence and C4ISR missions. I developed and maintained EUCOM operational and intelligence architectures, developed CONOPS, tactics, techniques and procedures (TTP) and other products related to joint and combined operations. Most products established or refined operations focused on potential terrorist, foreign intelligence or criminal threats in the Balkans. For example, I developed the U.S. National Intelligence Cell (USNIC) CONOPS which presented an architecture for operations at the USNIC's in Sarajevo and Pristina. I also designed and developed EUCOM’s first-ever, web-based electronic tactics, techniques, and procedures (ETTP). The ETTP was selected by EUCOM as the Command's sole method for presenting digital TTP, and was adopted EUCOM-wide for executing Joint and Combined Task Force operations. The ETTP was also packaged and released on a NATO platform so it could be shared with our coalition allies.
