Pure Leapfrog is a charity providing social investment and professional support to community energy projects in the UK.

Lead the development of BSB’s policy response to regulatory risks and evidence. I also lead BSB’s research and data management activities.

A consultant working with clients in the areas of telecoms (opportunities for connectivity providers), heat networks/district energy, energy finance, understanding central government, and evidence-based action. Engagements include market/product analysis, staff development, and modelling effectiveness of interventions. Clients include iBrowse, an international telecoms operator wanting to expand its UK presence, Salix Finance, which finances energy efficiency in the public sector, and Nordic Heat, a European network for district energy/heat networks. I also lead training courses on understanding UK government, regulation, and strategic thinking & horizon scanning, including at the Civil Service College.

Responsible for Government policy on business and public sector energy efficiency

Led on sponsorship of offshore wind developers, including proactively managing stakeholders and working across government to remove barriers to deployment. UK was number 1 destination for offshore wind investment during my time in post.

Led on reform of the overall regulatory architecture and on competition policy for UK financial services, including oversight of the main legislation and the Treasury’s relationships and corporate governance of the Financial Services Authority (FSA) and the Financial Ombudsman.

Led on safety strategy and policy, linking with economic regulation and addressing key risks.

Led strategy development for UK international engagement in science.

Delivered reform of £1 billion Government funding for university research, improving sustainability via financial and cultural change.

Led for the UK and negotiated in Brussels on the EU Cars Block Exemption; European competition strategy; competition law impact on sport; beer; human rights aspects of investigations.

Led on risk analysis including public attitudes, technology and international comparisons.
