About Michael John Webster
Mike is the Program Manager of the 2030 Water Resources Group. 2030 WRG is a multi-donor trust fund, managed by the World Bank Water Global Practice to address global water security. The fund works with the public, private and civil society sectors to catalyze financing and innovation through global and country programs. Prior to joining 2030 WRG, Mike headed up the Water and Sanitation Directorate of the City of Cape Town. Mike led the City’s response to the 2015-17 drought by implementing a strategy to achieve water security. Under Mike’s leadership, the Directorate was the first utility in Africa to join the Leading Utilities of the World.

Executive Director: Water And Sanitation
As Executive Director, Mike headed up the Water and Sanitation Directorate for the City of Cape Town. The Directorate provides water and sanitation services to the 4.7 million residents of Cape Town through 660,000 metered connections and basic services to informal settlements. The City produces 1,650 MLD of treated water, reticulated through 20,000 km of pipeline and treated in 23 wastewater treatment plants. The department has a staff of 5,100, an annual operating budget of R8 billion (USD 470 million) and a capital budget of over R4 billion per year. After the drought of 2014-18 that almost resulted in “day zero”, under Mike’s leadership, the Directorate implemented a strategy to address long-term water security through keeping demand low, and increasing non-surface water supply by 300 MLD. Significant institutional reforms were also implemented to improve financial sustainability, customer services and lead to the Directorate being the first utility in Africa to join the Leading Utilities of the world (www.leadingutilities.org/).Spent two years also accountable for the Solid Waste Management Department, as well as Water and Sanitation.
