My area of responsibility includes seven airports, five class one rail yards, 21 Foreign Trade Zones, 15 bonded warehouses, deferred inspections, two Global Entry sites, and the six area ports that fall under Memphis. Partners with the Fines, Penalty, and Forfeitures on penalties, seizures, and destructions. Reviews aircraft landing rights requests. Audits the overtime budget of $567,000 for seven Memphis Area ports and FedEx. Partners with HSI and other law enforcement agencies to further shipments for deliveries. Chief security systems administrator. Collateral duty safety officer. Lead the implementation of A-TCET in Memphis, TN in the fall of 2016. The creation of the team had immediate results. In the first year, rail exams went from 99 to 997 resulting in several seizures. Overall, the team has accounted 41 seizures of IPR and narcotics since inception. TDY HQ Targeting Business Division January to March 2016. Participated with the development and implantation of National Security Inbound (NS-I) in the express environment. Collaborated between Memphis A-TCET and Shelby County Sheriff’s office. The collaboration resulted in eleven seizures, which led to several arrests in Memphis and the additional seizure of narcotics, currency and weapons. Directed recruiting for the Memphis 2016 to present. Established professional relationships with 16 colleges and universities in West Tennessee and Arkansas. Increased agency participation in regional job fairs from six to thirty-two a year. Oversaw and coordinated Global Entry center opening in Memphis, TN in the fall of 2016. Since 2016, Memphis has enrolled over 11,000 travelers. TDY incident command training (ICS 300) September 2016.

Officer in charge of the FedEx Hub. Responsible for a staff of forty-two, which included four first line supervisors. Responsible for employee development, planning, mentoring, counseling and evaluation. Approved SOPs, authored operational after action reports and situation room reports. Responsible for department budget. Chief security systems administrator. Led exceptional team at the FedEx, which seized large quantities of narcotics and contraband. Implemented a chemical team in 2014 that utilized the FTIR machine to identify designer drugs and opioids inbound primarily from China. This led to the first Fentanyl seizures in the United States at a hub. Since creation of the chemical team, the FTIR has led to the interception of over 3,000 shipments of opioids and designer drugs. Member of the Project Synergy Team. This highly successful operation brought elements of NTC, ICE, DEA and LSS together to successfully interdict narcotic shipments into the US. Worked in the US Embassy in Baghdad as senior adviser. Met with and advised senior officials of the State Department, Iraqi Customs and the US Military on issues related to Border Security. Supervised nine Border teams on Syrian and Iranian Border. Member of a committee of three CBP officials that met with Secretary of Homeland Security. TDY to HQ to participate in workgroup that developed a national targeting program in. Continued participation in the project led to a creation of a highly successful program that since inception has accounted for in excess of 7,800 seizures of altered and counterfeit travel documents. TDY to HQ to participated in a revision of the Hub standards work group, the resulting product serves as the current standard for the design of newly constructed express facilities. Appeared on local and national news broadcasts as subject matter expert related to border security as well as two episodes of Homeland Security USA, nationally televised reality show about CBP.

Developed and implemented inaugural marine SOP for small boat operations. During the first year of operations one narcotics seizure, one illegal alien were apprehended and numerous non-reporting penalties were issued. Partnerships were developed with Border Patrol, CBSA (Canadian Border Services Agencies) and the Royal Canadian Mounted Police (RCMP) along the Detroit River. Developed special operation that focused on disrupting smugglers at shift change. The first night of the operation netted a significant amount of ecstasy that resulted in ICE arresting several individuals as part of a smuggling organization. Worked Outbound Operations with ICE at the Detroit Canada Tunnel. During one such joint operation with ICE and CBSA, a tobacco smuggling organization was identified and dismantled, eventually leading to the arrest of a CBSA inspector who had been a member of the organization. September to October 2005 (TDY) to Hurricane Katrina Law Enforcement disaster relief mission in New Orleans, LA. Lead a team based at the New Orleans Customs how in Law Enforcement and Humanitarian missions.
