I am an Executive with twenty-six years with progressively increased responsibility in the Canadian federal public service. I retired from Service Canada in December 2016 as Executive Director, National Operations, Canada Pension Plan and Old Age Security programs. I have extensive experience in the administration of social security programs, including:- policy and legislation analysis and development; - operations and service delivery, including management of a widely-dispersed processing network; - linkages with other social security programs, including the negotiation and implementation of data-sharing agreements; and- development and implementation of adjudication, program control, and grievance redress frameworks. I have gained international experience working in Asia and Africa with the World Bank, the International Labor Organization (ILO), and the International Social Security Association (ISSA) on projects focused on modernizing social security agencies’ legislative and institutional setting, internal governance, organizational structure, management information systems, and business processes and operations.I am also a core team member of a World Bank project to develop a package of tools that social security agencies can use to assess the state of their operations and establish priorities for change.I am available to work on a contract basis, as an individual or a member of a team, on issues and projects related to social security programs.
