• Provide advice and assistance to internal QR businesses seeking funding for capital expenditure proposals.• Develop and review various Queensland Rail business investment / revenue proposals and provide advice to Senior Management.• Establish, maintain and review financial models to facilitate the evaluation and presentation of investment and business case proposals.• Establish strong working relationships with QR Business Groups to provide value adding financial and project evaluation advice.• Conduct research, prepare reports, submissions, information papers and presentations for Senior Executive and Management.• Manage and monitor various commercial and finance transactions, including due diligence and post implementation reviews as required.

• Conduct financial analysis review of business case proposals submitted by Queensland Rail Business Groups, incorporating risk and sensitivity analysis. Proposals include capital and non- capital initiatives, merger, acquisitions and divestments, joint ventures, partnerships and alliances, revenue and expense contracts and tenders, risk sharing and production sharing agreements.• Conduct financial analysis review of business plans and capital budgets.• Provide administrative support to the Investment Advisory Team and Planning & Budgeting Committee.• Establish, maintain and review financial models to facilitate the evaluation and presentation of investment and business case proposals.• Conduct research, prepare reports, submissions, information papers and presentations for Senior Executive and Management.

• Facilitate the management of Queensland Rail’s cash resources and funding facilities.• Identify Queensland Rail’s foreign currency and commodity exposures and recommend strategies to manage those exposures.• Co-ordinate the management of Queensland Rail’s daily operational liquidity requirements.• Monitor and manage Queensland Rail’s FX exposures by directly dealing and liaising with external parties such as Queensland Treasury Corporation and other external funding providers.• Evaluate the economic and financial viability of various funding alternatives (such as leasing) and make recommendations thereto.• Undertake comprehensive financial modelling of new projects and business proposals as well as incorporating risk and sensitivity analysis.• Develop models used to manage Queensland Rail’s Financial Risk specifically for Foreign Exchange risk management.

• Prepare monthly cashflow report for inclusion in monthly report to the Board of Directors,• Investigate, analyse and advise on variance from budget and forecasts, and ascertain the credibility of the supplied information.• Develop and maintain a cash model for Queensland Rail.• Coordinate the management of Queensland Rail’s daily operational liquidity requirements.

• Prepare and coordinate the production of monthly Financial Reports for the Board of Directors and Senior Executive.• Investigate, analyse and advise variances from budget and forecast.• Review procedures and structure of Financial Reports and develop new and improved ways of reporting.

• Prepare and coordinate the production of monthly revenue reports for Senior Management.• Investigate, analyse and advise variances from budget and forecast.
