I am excited to announce my retirement from Local Government Management after nearly 30 years of service!

The Town of Hamilton is primarily a suburban bedroom community on the North Shore of Boston steeped in history and rich in equestrian heritage. While predominantly residential, the Town retains many public and private educational institutions. A keen sense of environmental awareness and focus on the protection of open space garnered Hamilton the esteemed Green Community designation and in 2010 Hamilton-Wenham was listed among the “Best Places to Live” by Boston Magazine. As the Town’s first professional municipal manager, provide leadership and guidance to facilitate change in form of government Spearheading effort to identify organizational weaknesses and opportunities to restructure operations for proper management oversight, efficient operations, and improved community service Identifying and implementing innovative cost-saving initiatives such as a community-wide curbside organic recycling program Ongoing research and analysis into regional service delivery

Iowa City is home of the University of Iowa and serves a diverse population of 67,000. As a full-service community, the municipal corporation employs 630 and has a $47 million operating budget ($70 million all-funds.) Issues relate to cultural diversity, flood recovery, growth and economic development, and aging infrastructure. Appointed by a 7-member City Council to oversee day-to-day operations. Successfully led the organization and community through the worst natural flood disaster in recorded history and oversaw ongoing recovery efforts Delivered a balanced budget with minimal disruption to services in the face of the City’s largest deficit (~7%) and economic downturn. Established strong working relationship with University leaders and community groups: spearhead efforts to coordinate planning and collaborate on key initiatives such as binge drinking & over consumption, cultural competency, economic & community development. Spearheaded effort to develop one of the nation’s first Wind Energy Supply Chain Campus Worked with neighboring communities to promote regionalism and partnerships: regional economic development strategy, transportation, flood recovery.

Operating under an eleven-member Board of County Commissioners, provided executive management and oversight for day-to-day operations of 12 departments and 361 FT employees. Worked with countywide elected officials, District and Circuit Court Administrators and Judges to coordinate operations and funding decisions.

 Assistant city manager and chief financial officer with direct oversight of the bureaus of Finance, Treasury/Tax, Human Resources, Information Systems, Assessing, and City Clerk. Managed and administered $20 million operating budget, all financial systems and procedures, and the capital improvement program and budget process.  Negotiated labor contracts for eight collective bargaining units.  Worked directly with City Councilors, State elected and appointed officials, and local and regional business organizations on a variety of policy, operational, and constituent matters.  Responsible for project development and oversight. Managed and directed special projects including, electric utility deregulation, Graphic Information System (GIS) development, and information technology and telecommunications improvements.

 Met nationally with city and county managers and municipal staff to identify best practices in service delivery and develop case studies, seminars, and reports. Developed necessary work plans, budgets, and contracts and oversaw their implementation.  Designed and coordinated plan to transition Consortium based project to an institutionalized, self-funded program.
