With Jim Schoettler, I am teaching "Advanced Problems in the Law of Armed Conflict" this spring and will teach "The Law of Armed Conflict" in the fall.

Served as the law of war subject matter expert for the U.S. Army Judge Advocate General's Corps. Responsible for providing advice on policy issues involving the law of war. Reviewed proposed new weapons and weapons systems to ensure such systems are consistent with U.S. international law obligations.

As an attorney-adviser for the Office of Political-Military Affairs (L/PM) I am responsible for providing legal advice on a variety of matters. I provide advice to PM, the Directorate of Defense Trade Controls (DDTC), and other bureaus and agencies on a variety of issues associated with the direct commercial sales and transfers of defense articles and defense services, to include interpretation of the Arms Export Control Act (AECA) and the International Traffic in Arms Regulations (ITAR); undercover operations; congressional notifications; enforcement actions; classified programs support; GAO audits; Committee on Foreign Investment (CFIUS); licensing; and the Administration's Export Control Reform initiative. I also provide advice to PM and other bureaus and agencies on status of forces agreements, C-175 process, defense cooperation agreements, landmines, cluster munitions, the Convention on Certain Conventional Weapons (CCW), and certain other activities of the Department of Defense.
