The effort is to design and test a single nuclear vessel design that can replace eight high solids vessels in the Pretreatment plant. As the Pacific Northwest National Laboratory Project Manager, I lead technical staff in planning, instrumenting, and in designing simulants for the $18.4 million project.Senior Project Manager for the Combined National Laboratory Full Scale Vessel Testing Project supporting pulse jet mixing nuclear waste vessel qualification testing for the High Level Waste Facility. As the Project Manager, I lead the Pacific Northwest National Laboratory and Savannah River National Laboratory combined technical team in planning, instrumenting, and in designing simulants for the $14 million group 5 vessel's project.Project Manager on the PNNL Waste Isolation Pilot Plant Technical Assessment Team project that evaluated the technical elements of the February 2014 WIPP waste drum rupture, and the startup of the Waste Treatment Plant Flammable Gas Testing project. 2002-07 Project Manager Process Equipment Removal 234-5Z Plutonium Finishing PlantProject Manager for the removal of Plutonium processing equipment and the demolition on the main process facilities and the Hanford Plutonium Processing Facilities. As Project Manager, Responsible for all project elements including cost estimating, schedule, planning, engineering and implementation of the $184 million 250 man project. I also direct technology development efforts for decontamination systems and waste treatment as a technical authority for the plant. The team decontaminated 63 plutonium glove boxes to Low Level Waste and removed the process equipment from over 99 gloveboxes. My Teams earned Fluor $20.3 million in fee.2005-06 Project Manager 232-Z Plutonium Finishing Plant (PFP)Project Manager for the decommissioning and demolition of the 232-Z Plutonium incinerator building. This $16.7 million, 50 person project was a major Tri-Party Agreement Compliance Milestone. The team took a project that was one year behind schedule and completed the demolition 9 weeks ahead of the TPA milestone. The CERCLA regulators commended the early demolition of one of the most hazardous nuclear facilities in the nation. 2005-07 Project Manager Plutonium Facilities Lay-up Plutonium Finishing PlantThis $9 million project characterized, treated, and stabilized hazardous nuclear and chemical concerns in the main Hanford plutonium processing facilities.The Tri-City Herald said PFP is “ the most hazardous facility ever to be taken down by the Department of Energy in the United States” and the Hanford Advisory Board said PFP is the “Department Of Energy's most Hazardous facility to be demolished…”

1998-02 Project Manager Economic and Asset TransitionProject Manager and program manager for the transition of contaminated facilities to Universities, Colleges, and commercial industry. Marketed Hanford assets to the commercial industries and sold multiple projects that mutually benefited the government and the commercial companies. Established the nation’s first Community Reuse Organization asset disposition program saving DOE over $1million annually.Project manager for decontamination and removal of large extrusion presses, cranes and heavy equipment for commercial reuse. These ten clean up and removal projects saved the Department of Energy over $1.6 million. Managed marketing, contract negotiations, sold and implemented all aspects of these fixed priced projects. Project Manager for the $4.3 million Tri-Cities Industrial Building construction Project. I also supported five new start-up companies by obtaining assets and developing innovative financing.1997 Project Engineer II (Project and Nuclear Facility Manager) Office of Economic TransitionManaged the preparation and decontamination of nuclear facilities and equipment for transition to commercial use. Marketed and contracted with commercial businesses to pay cleanup costs and then administered the lease contracts for the Department of Energy.

1993-96 Principal Engineer (Project Manager) Conversion Projects Project manager for the nation's first transition of a nuclear facility to a commercial company. The transition team had 75 members and involved extensive legal and contract negotiations with Department Of Energy (DOE), the City of Richland and two private companies. Developed and implemented a project focused methodology that is now the national model for DOE commercial transition projects. To date, over $263 million has been saved or earned on the 23 completed asset conversion or privatization projects. I was project manager on seven of the projects.1991-93 (Flour Hanford Continued) Senior Engineer (Project Manager) Tank Waste Remediation System Project Manager for the design and construction of a core drilling system to sample hard cake radioactive wastes. Responsible for directing a team of 150 engineers, crafts and specialists and a $15 million budget. The project received several George Westinghouse Signature Awards for engineering excellence.

1987-90 Manager, Budget and Planning Centralia Coal Mine Managed a five member financial planning staff, $115 million annual budget, $120 million in assets and responsible for maintaining the profitability of the firm. Responsible for cost analysis (accurate to within two percent), cost control, capital administration, new business development, financial forecasting and external business reports and presentations. Project manager for a $1.8 billion Coal Supply Agreement and financial lead for a $54 million labor contract. Applied cost analyses and financial controls to reduce operating costs by $13 million and the coal price by $20 million annually. Estimated mine closure costs. 1989 Operations Supervisor Centralia Coal Mine Temporary field assignment to review operating methods and identify cost reduction opportunities. Worked with the supervisors to identify coordination problems and inefficient procedures in order to reduce operating costs. The recommendations were implemented saving approximately $10 million in 1990. Supervised crews in all six areas of operations including draglines, truck/shovel fleets, coal loading, blasting, scrapers and reclamation. Supervised a 45-man crew including discipline. 1986 Long Range Financial Analyst Centralia Coal Mine Responsible for all long term financial and strategic analyses. Constructed the Life of Mine financial model, Final Reclamation model, the optimal equipment life cost model and the marginal cost reserve analyses modeling software. The life of mine plan developed new geologic models, updated reserve estimates, improved equipment selections, and optimized mining sequences. Extensively involved in royalty lease negotiations. Project Management team for an $11 million dredging and field development project.

1985 Permits and Planning Engineer Candelaria Silver Mine Responsible for all operating and environmental permits for the Candelaria Mine. Project Manager for permitting the Mount Diablo extension including exploration, mineral processing, surface and mine waste facilities. Engineering project supervisor for the process water pipeline and power line construction projects. Directed federal lobbying on environmental issues for the Nevada Mining Association. Assisted in implementing the geostatistical ore/waste grade control system and in developing the geological block model for the new Mount Diablo extension. 1983-84 Maintenance Coordinator Candelaria Silver Mine Designed, modified and implemented the maintenance computerized (PC based) record keeping system. Responsible for the heavy equipment tire purchasing and warranty programs. Conducted financial analyses of capital expenditures. Assisted Caterpillar's engineers in enhancing their 85 ton haul truck. The enhancements resulted in split hydraulics, a new bed design, individual engine cylinder heads, and many other improvements that are now standard on new trucks.

1982 Market Analyst Corporate Planningsummer Designed and conducted an international marketing survey of the financial methods used to retire truck fleets at 35 mines in North America (included on site studies at 21 mines). The study was presented to the executive staff and resulted in forming a new business division for the company. Also conducted financial and marketing studies of possible business acquisitions. Worked with engineering on the large truck trolley assist system and the remote control system then being developed for haul trucks.

1978-81 Junior Engineer Boron Minesummers Calculated cash flows for mine life mining alternatives. Supervised production aspects of a 150,000 ton Kernite hydration pilot project. Also designed, surveyed and supervised a road paving project. Wrote equipment capital expenditure justifications.
