Mr. Mullinix organizes and coordinates U.S. private sector interests for the World Radiocommunication Conference. In addition, he works with FCC Bureaus and Offices and Federal Agency partners to advance U.S. spectrum priorities in various international arenas. Mr. Mullinix serves on several U.S. delegations advancing FCC wireless initiatives (4G/5G/RLAN) including ITU-R Study Group 5, Working Party 5D (IMT), Task Group 5/1, CITEL and 3GPP standardization groups.Mr. Mullinix is recognized as a worldwide expert in domestic and international spectrum regulatory policy, advising Administrations on spectrum sharing best practices and innovative regulatory design. In this capacity, he serves as the Global Strategy and Negotiations Division's expert technical consultant, providing advice to FCC management staff, industry representatives, representatives of U.S. and foreign administrations, and government officials on a broad range of technical and policy issues.

Mr. Mullinix is an expert on radiocommunications, international telecommunication standardization and development, wireless telecommunications, spectrum access, and incentive auctions, and has extensive experience in international telecommunications negotiations. He assists counsel in representing clients before multiple Federal agencies, and also works directly with the International Telecommunication Union (ITU) -- including the Radiocommunication and Telecommunication Standardization Sectors -- and with the Inter-American Telecommunication Commission (CITEL).

Lead spokesperson to the World Radiocommunication Conference (2012 and 2015)• Coordinated FCC policy and proposals with U.S. federal agencies and in bilateral, regional, and international meetings in preparation for the World Radiocommunication Conferences.• Instructed foreign delegations at the U.S. Telecommunications Training Institute on spectrum management policy, domestic/international WRC processes, and the transition from analogue to digital broadcasting.U.S. Head of Delegation to ITU-R Study Group 6 (Broadcasting Service) • Holds domestic and international chairmanship roles responsible for promoting the FCC’s National Broadband Plan and the development of innovative and flexible global spectrum allocation solutions (e.g., white space devices, incentive auctions)Chief FCC Representative to ITU-R Study Group 7 (Science Services) • Contributed to the International Telecommunication Advisory Committee, coordinating the interests of industry, the U.S. National Telecommunications and Information Administration, and the U.S. State Department.Liaison Officer to the Interagency Group on International Aviation (IGIA) and International Civil Aviation Organization (ICAO)Head of Delegation to the Joint IMO/ITU Expert Group meetingsPlayed a leading role in the FCC International Bureau’s annual meeting with European regulators, presenting the Commission’s most innovative spectrum decisions on incentive auctions, dynamic spectrum access and fifth generation (5G) wireless.
