Directed a large team of scientists, project managers, and skilled employees to ensure environmental and regulatory-related compliance for all Edison-owned hydroelectric facilities in Southern and Central California. Negotiated new FERC Licenses for Southern California Edison’s Eastern and Northern Divisions using both Traditional and Alternative Licensing Processes. Managed compliance measures related to all FERC Licenses, CEQA and NEPA Environmental studies, CWA 401, ACOE 404, and CDFW 1600 Permits. Developed and managed the implementation of environmental plans based upon FERC License requirements including Bald Eagle, Vegetation, Noxious Weeds, Shoreline, Special Status Species, Fire, Recreation, Cultural, Historic Properties, and Transportation Management. Worked closely with Senior Vice President and Vice President during corporate restructure to merge and streamline compliance departments across the corporation. Developed all regulatory compliance based business plans, department orders, and position descriptions. Developed and updated Hazardous Materials Business Plans for all facilities across five counties. Managed Emergency Action Plan for Dam Failures including scenario development, table top and field exercises with 26 Federal, State and Local agencies on an annual basis. Managed all hazardous materials and hazardous waste with CESQG, SQG and LQG Permits. Investigated incidents, directed root-cause analyses, reviewed similar areas of risk and implemented solutions across company to mitigate and minimize accidents before they occurred. Worked directly with USFWS to fashion avian take permits & VELB mitigation banks for company, allowing work to continue without violating Federal Endangered Species Act. Managed Domestic Drinking Waster Permitted facilities for three towns. Negotiated and implemented NPDES Permits for outflow at Powerhouses and Membrane Bioreactor Waste Water Treatment Facilities. Managed $8.5 million dollar annual budget.
