The OTSI Project Management Division has a multi-million-dollar project portfolio. Responsibilities include project portfolio management, day-to-day executive leadership over five statewide IT projects (CalEVV, CMIPS, EMSA ePOLST, EMSA CEDRS, and EMSA Central Registry), stakeholder management, policy planning and development, legislative budget hearings, governance and decision making, and improving the efficiency and effectiveness of organizational IT project management. In addition, work across the CalHHS agency with peers and counterparts to establish, implement, and pilot shared service models and practices that help departments implement projects successfully. Work with fellow OTSI executive management team members and the directorate to plan, develop, and implement policies and standards that align with state and federal guidelines and agency goals and objectives. Served as the Acting Deputy Director between October 2023 and January 2024 before being named Deputy Director officially on January 31, 2024.

The Electronic Visit Verification (EVV) Phase II Project is a $46 million statewide COTS SaaS solution implementation serving personal care services and home health care services and is a multi-state department initiative with sponsors from the California Department of Health Care Services (DHCS), Department of Developmental Services (DDS), Department of Aging (CDA), Department of Public Health (CDPH), and Department of Social Services (CDSS). Responsibilities include planning, implementation, and operations of a statewide IT COTS SaaS solution; governance and decision management; developing, maintaining, and managing relationships with state sponsors and teams, control agencies (CDT, DOF), federal partners (CMS), and various other stakeholder groups; stakeholder management of a project impacting 150 jurisdictional entities, over 7,000 provider agencies, and almost 200,000 recipients; managing state staff and contractors; day-to-day operational leadership, planning, guidance and strategic direction; schedules, budgeting, and finances, and managing the state budget/fiscal process; state signature authority for the CalEVV project's procurements, contracts, invoices, project deliverables, state and federal project documents, and services; development and execution of solicitations and procurement documents; contract evaluations and negotiations; overall contract compliance, service level agreements, and corrective action plans; and state and federal policy compliance.

The eWIC MIS Project is a $113 million statewide IT implementation, which requires the State to implement a new management information system (MIS) and integrate with California’s existing Electronic Benefit Transfer (EBT) system by October 1, 2020. This is a large-scale, complex statewide IT implementation with more than 3,300 end users and 1.2 million stakeholders. It involves all phases of the project lifecycle (i.e. initiating, planning, executing, monitoring and controlling, and closing) and SDLC (i.e. analyze, design, build, test, train, implement, and maintain).RESPONSIBILITIES:• Responsible for procurements and contracts activities related to the MIS System Integrator, organizational change management (OCM) services, support services, interagency agreements, and other IT and non-IT goods and services. • Responsible for project management plans, including the master project management plan, scope management plan, schedule management plan, risk/issue management plan, communication management plan, stakeholder management plan, quality management plan, HR/staff management plan, and contract management plan. • Served as a project manager to multi-functional teams in a matrix reporting structures, leading projects ranging in size, scope, schedule and cost, and oftentimes running simultaneously, with impacts to highly complex systems, applications, and business processes. • Served as the communications manager responsible for ensuring team members, customers, and stakeholders are provided with consistent and reliable information and sharing opportunities. • Managed and/or participated in contractor performance, deliverable acceptance, invoice payments, RFP evaluations, and contract negotiations.• Led development of State project and funding approval documents (e.g. SPR, BCPs, Section 11.0) and Federal approval documents (e.g. IAPDs, APDs).• Served as a SharePoint administrator for the Project.
