About Michael Nardolilli

I am the Executive Director of the Interstate Commission on the Potomac River Basin (ICPRB). The ICPRB is an interstate compact commission established by Congress in 1940. Its mission is to protect and enhance the waters and related resources of the Potomac River basin through science, regional cooperation, and education. In addition, I am continuing my volunteer service as a Board Member of the Northern Virginia Regional Park Authority, having previously served as its Chairman from 2018 through 2021. My background includes being the executive director/CEO of four successful non-profits: the Montgomery Parks Foundation (2015 to 2018), the C&O Canal Trust (2013 to 2014), the Northern Virginia Conservation Trust (2005-2012), and the Arlington Outdoor Lab (2005 to 2017). I obtained a Certificate of Executive Nonprofit Management from Georgetown University in 2012. My leadership experience also includes serving as a political appointee in a variety of posts, including as Chairman of the East Falls Church Task Force and Chairman of the Arlington County Transportation Commission. I have been honored with several awards, including being named a Washington Life "Green City Leader"​ in 2011 and a "Hometown Hero" by WETA in 2007. Prior to making a career change to the non-profit sector, I worked as an attorney for 18 years and secured five multi-million dollar recoveries for Fortune 500 companies in large scale insurance coverage cases.     As Chairman of the Northern Virginia Regional Park Authority (a/k/a NOVA Parks), I provided the strategic leadership and oversight of a major regional park system covering six jurisdictions with an annual operating budget of $28 million and employing 100+ employees who manage 33 parks (including water parks, golf courses, historic buildings and campsites) and 12,000 acres of land. As Chairman, I brought the new $15 million event center to completion at Occoquan Regional Park, secured the renewal of an important lease at Cameron Run Regional Park and acquired a significant in-fill property along Pohick Bay. Prior to becoming Chairman, I served on the Board since 2009 in a variety of capacities, including as Vice Chairman and as a member of NVRPA's Governance and Audit Committees. As a long-time Board Member, I advanced an innovative entrepreneurial model of success that led the agency to self-fund 85% of its operating budget, one of the highest ratios for any park agency in the country.

In that capacity, I raised $2 million for the Trail Program, secured $500k in funding for the construction of two new parks, launched a successful advocacy program, obtained passage of four park "bond bills" from the Maryland General Assembly, developed the corporate sponsorship program, and held a major screening at the AFI Theater to advance the Josiah Henson Capital Campaign.

During my tenure, I purchased two additional properties for the Lab, constructed a $750,000 LEED-Silver Animal Lab Building, and raised $830,000 to build a new dining facility. Under my leadership, the Arlington Outdoor Lab was named one of the best run small non-profits in the Greater Washington, DC area by the Catalogue for Philanthropy.

I created six public parks totaling 3,120 acres by obtaining $2.4 million in grants. I launched a new outreach program ("Explore & Restore") and developed a Green Infrastructure Plan for Northern Virginia.
