Project Manager for a major DoD program, the Product Source Node (PSN) which falls within the Key Management Infrastructure (KMI). Mike oversaw development and refinement of several processes which included maturation of the Configuration Management Plan, improving PSN adherence to the NSA Way Gate processes, facilitating new Scrum Team composition and Jazz (information management) enhancements, and providing feedback to PSN personnel to address their concerns and recommendations for improving the program. Additionally, he revamped the PSN weekly report to highlight accomplishments to upper-level management. These efforts led to several process improvements and better team morale which manifested itself in PSN development success.

Key SETA member selected to manage testing on a major ACAT 1 DoD program. I developed an integrated testing strategy, an overarching information security strategy and created and coordinated the Test and Evaluation Master Plan (TEMP) and the Information Assurance Strategy (IAS) documentation for RT/RG. My excellent organizational and communication skills were critical in moving the review process forward at a record pace to meet the PM's goals for an early Milestone C decision. I developed DT&E, as well as operational and interoperability testing strategies to support system and software testing and as operational evaluation activities to validate system suitability and effectiveness to support customer missions and major milestones in the acquisition process.The RT-RG program rolled out a state-of-the-art cloud-enhanced architecture during 2012/2013 which brought many challenges, including how best to test the system and its new capabilities. As Test Manager, I developed a strategy for how the program would transition testing of RT-RG from a converged architecture to the Real-Time Cloud (RTC) capabilities. This entailed conceptualizing and articulating the strategy to the key developers as well as the Testing, integration, Deployment and Sustainment (TiDS) Team, conducting meetings to discuss, answer questions, resolve issues, and set up milestones leading up to the final DT&E-1 testing. The final four-pronged strategy was embraced by the Program Manager and all the contractor organizations, and is currently being implemented in its third phase. Activities included:• Drafted RTC testing strategy for presentation and discussion at several meetings with stakeholders.• Set up meetings with developers and integration contractor to discuss RTC test documentation. • Initiated discussions on performance testing to baseline the new architecture. I was also instrumental in facilitating development of new performance requirements and performance testing to validate.

Selected as the first director at Bridges for Acquisition and Training and a key contributor to the business development process, participating in Tiger Team reviews, successful government proposals, and contacting NSA, the military, and other Intelligence Community customers to develop new business opportunities. Led an effort teaming with Edge Technologies to provide solutions for Net-Centric Operations to the U.S. Army to enhance their existing Information Operations. Also met with 8th Air Force and the Air Force Information Operations Center to propose a solution for "Managing a Complex Environment to Enhance the 8th Air Force Cyberspace Command Mission." These solutions included access to IP network internet data streams, battlespace manipulation and control, and cross Domain dominance. Additionally, I tracked actions of the business development leads and kept records of progress toward capturing new business, and was instrumental in helping to develop new processes and prioritization for handling these leads. Professional education included, the Shipley Seminar on “Writing Winning Proposals and Executive Summaries” in November 2006.

Key SETA Team member coordinating a monumental effort to create documentation for a large NSA modernization program in accordance with appropriate FAR and DoD series 5000 regulations. My skills were critical in moving the review process forward at a record pace to obtain approval by the Milestone Decision Authority. The Milestone B approval occurred by February 2007, at which time the program began the acquisition phase to deploy technologies. Other responsibilities included developing a “Use Case” study for a major world event, heading up a “Trade Studies” effort to identify critical analytic tools to modernize this Intelligence Community effort, and bringing a critical operational and customer perspective to the entire modernization effort. Received a certificate of Appreciation for Trade Studies.
Retired as a Colonel from the USAF with over 36 years of service. During this final assignment, I commanded a detachment of over 150 Air Force personnel dispersed across four detachments, four satellite sites, and several other operating locations spread from the U.S. East Coast to Korea.My wartime assignment was as the IMA to the Commander, PACOM JIOC at Camp Smith, Hawaii. Completely revamped the joint service reserve support for PACOM earning the command "best reservist utilization."

As an Air Force Reserve Colonel, I was selected for a Mobilization Assistant position as the Wartime Director of Intelligence. In this role I was a key senior executive leader in developing strategy for optimum intelligence support on the Korean peninsula. Developed the COCOM portion of the Key Reads to interface with NSA's Key Reads system. Made critical time-sensitive intelligence assessments to support operations. One of my main concerns was persistent loitering of unmanned airborne ISR assets to provide the long dwell time needed to present the complete intelligence preparation of the battlefield. I was involved in the initial stages of the theater campaign plans which developed the strategy for how C4ISR would provide the details needed to flesh out some of the intelligence gaps if we had to go to war on the Korean peninsula and was instrumental in developing a strong PACOM and USFK interface with NSA to flesh out these plans.
