In April of 2017 I started a new venture and chapter in my life. I started Cal-Hi Partners, Inc., utilizing my thirty years of field and construction management experience. I have successfully covered a wide range of fast-track projects, from highway and bridge work on new and existing projects, airport construction, light rail construction, high-speed rail planning and water transportation projects.In addition to major projects in California, I have worked is several other regions of the United States, from Arizona to Montana to Missouri and West Virginia, on both state and federal projects.Cal-Hi Partners, Inc. offers consulting services which brings an invaluable array of experience in constructability to the table during these early phases of the project. This blend of expertise – the Cal-Hi Advantage -- can achieve significant savings in both project time and cost containment.If ever there was a bottleneck in achieving smooth progress throughout a major construction project, it was due to isolation of contractor advice and recommendations at the planning and design stages.

Full responsibility for project startup and closeout, including subcontracts, purchase orders, project scheduling and project coordination with the owner, subcontractors and staff. Developed a site specific safety plans, contract change order pricing, and negotiations with owner and subcontractors. Overseeing all aspects of the project operations, overseeing project personnel and providing accurate cost and quantity data to the corporate office. Provided monthly and quarterly “cost at completion” projections. Accountability for forecasting and management of budget expenditures.

California High Speed Rail Project -Construction Manager – Structures: Significant Management role in the planning, scheduling and design of the first High Speed Rail project in the United States. Responsibility for overseeing, scheduling and coordinating the design process for structures, earthwork, wet and dry utilities, third party utilities and construction specifications. Key role in the environmental permitting with the National and State Agencies, as well as working with Caltrans, the City of Fresno, Madera County, UPRR and BNSF for encroachment permits and easements. Principal roll in the hiring of the 70+ office staff, as well as implementation of the office processes and procedures. Day to day work for the Right-of-way acquisitions, scheduling and easements of 540+ parcels of land in the 29 mile section. Working on this “Mega Project” has been a valuable learning experience.

Bridge Restoration - Operation/Division Manager: Responsible for the day to day operations and management of projects, for recruiting and developing a team for growth across the United States. Key figure for developing strategic business plan for a new division; involving organizational assessments, developing policies and procedures, working with estimating to best utilize resources, recruiting key personnel, evaluating equipment to develop hourly rates, preparation of a division budget and help develop a cost reporting system. Instrumental in overseeing and management of the day to day operations of the division’s growth and production. Led the division through insightful leadership, accountability and quality management through the suggestion, development, implementation, monitoring and measuring of new policies and procedures. Conduct production and scheduling meetings with management team. Instrumental in developing a division safety program and introducing safety accountability, throughout the company. Conducts safety meetings and on-site evaluations of project progression. Routinely interact with the project owners and municipalities. Fully responsible for daily reporting of all division activity and communication updates to leadership directly. Defined rolls in the division and implemented accountability, for safety, quality, job costing and day to day performance.Identified and Implemented cost saving ideas and strategies, through daily cost sheets and revenue based cost scheduling. Mentored the project staff, in the management and implementation of the projects.Provided ideas and problem solving with the unique goal of taking a regional operation and developing it to a nationwide team

Paving Manager: Full responsibility for all concrete paving projects, including plant/paver setup, scheduling three main line paving crews, equipment and personnel, overseeing all aspects of the concrete paving operations and production of concrete, throughout the western United States. Overseeing and managing daily productions, costs and pavement quality. Helped organize the concrete paving operations and develop a maintenance program for the batch plants and paving machines. Developed accountability for quality, costs and safety. Worked with upper management to develop a consistent quantity reporting and inventory system for the concrete materials.Project Manager: Earned fast track promotion to Project Manager based on strong performance in pushing the work, which optimized productivity and reduced costs. Full responsibility for project startup and closeout, including subcontracts, purchase orders, project scheduling and project coordination with the owner, subcontractors and staff.
