I am an associate professor in the Strategic and Operational Research Department at the U.S. Naval War College and a core faculty member in the Cyber & Innovation Policy Institute. Prior to starting at NWC, I taught in the Graduate School of Public and International Affairs at the University of Pittsburgh. I have held fellowships with the Dickey Center for International Understanding at Dartmouth College, the International Security Program at the Belfer Center for Science and International Affairs, Harvard Kennedy School, and the Modern War Institute at the United States Military Academy at West Point. I received my Ph.D. in Foreign Affairs from the University of Virginia.My research sits at the intersection of security and intelligence studies, with a particular focus on secrecy in world politics. My first book, In the Shadow of International Law: Secrecy and Regime Change in the Postwar World (Oxford University Press, 2020) investigates why states frequently turn to covert action when overthrowing foreign governments. I have published in a number of peer-reviewed journals including the American Journal of Political Science, European Journal of International Relations, International Interactions, International Studies Quarterly, Journal of Global Security Studies, Journal of Peace Research, Journal of Strategies Studies, and Security Studies. I have also written for a variety of policy-oriented outlets, including the Council on Foreign Relations’ Net Politics Blog, Lawfare, Political Violence at a Glance, The Diplomat, War on the Rocks, and the Washington Post.
