As a management and program analyst for Defense Continuity and Crisis Management (DCCM) I have multiple roles and responsibilities. At present, I am DCCM's representative to the Department of Defense (Department) Pandemic Influenza Task Force, am frequently the acting Deputy Director for DCCM Architecture and Readiness, and often act as the continuity program manager for Homeland Defense and Americas' Security Affairs (HD&ASA). DCCM leadership considers me to be its leading bio-defense subject-matter expert. During the H1N1preparedness effort, I developed processes, methodologies, and plan templates which were approved by the Deputy Secretary of Defense as Departmental guidance. My contributions to Departmental H1N1 preparedness were formally recognized by the Under Secretary of Defense for Policy.Key Accomplishments: •Received a "5" (role model) rating on last annual performance review•Identified criteria and developed the initial draft of the interagency readiness requirements matrix while representing DoD on the Continuity Advisory Group.•Identified an actionable threat during a CFIUS case review, coordinated research efforts, and briefed leadership and other DoD component representatives leading to escalated mitigation actions.•Developed and facilitated a comprehensive workshop for twenty five DoD component continuity program managers which received very high reviews for content and presentation.•Developed the streamlined Department Business Process Analysis (BPA) and consolidation templates to enhance all-hazards planning. In addition, developed an instructional distribution package for Department component offices located world-wide.•Developed the HD&ASA pandemic continuity plan and the DoD pandemic plan template approved by the Deputy Secretary of Defense.•Developed, drafted, and coordinated Emergency Action plans for HD&ASA directorates.•Managed the Pentagon Pandemic Influenza Working Group and provided SME support to the chair.

As a Lead Exercise Developer/Designer for multiple discussion and operations based exercises, I conducted topic research and developed concept white papers, threat analysis, exercise designs, goals and objectives. I acted as a liaison to gain stake-holder buy-in and coordinated design team meetings, developed exercise materials, coordinated space for exercise execution, and concluded with corrective action plans. Exercise participants included Office of Security and Emergency Preparedness (OSEP) staff, Sergeant at Arms executive management, the Secretary of the Senate, and Senators’ personal staff. Exercises developed and implemented covered a wide range of areas such as Contingency Staffing/Site Support, Occupant Emergency, Continuity of Operations, and Pandemic Influenza plans. I designed exercises to validate and evaluate implementation of the US Senate COOP and associated emergency, communications, pandemic, and other required response plans, such as transportation. Exercises validated guidance for the development of COOP and Site Support Plans for National Centers and other agency leased or owned facilities nation-wide. Validation of planning also required evaluations of resource requirements, maintenance, implementation measures, and essential function performance measures. During all exercises I coordinated efforts to assess program effectiveness for potential improvements. Improvement areas included complex program and management processes and systems encompassing difficult and diverse functions or issues, such as site support, communications, transportation, and security. During the corrective action process, I coordinated the planning, execution, and evaluation of complex projects to develop recommendations for the improvement of emergency mobilization management. I also developed and designed workshops to coordinate emergence response training for the headquarters and Senate Offices.
