Provide oversight and management for Environmental and Hazardous, Toxic, Munitions and Radiological Waste (HTRW) under DOD Restoration Programs and Formerly Used Defense sites (FUDS). --Coordinate work for environmental, safety, geology, soils, hydraulic, hydrologic, cost estimating and treatment/remediation methods across technical channels and through all organizational levels ; facilitates resolution of programmatic, technical and other issues using conflict resolution techniques including the Chain of Command and Partnering. --Assist districts in preparing project/program documents and reports, and maintain surveillance of district costs and schedules to assure technical products effectively and efficiently meet the customers' needs and expectations. --Maintain a general overview of the programs of all project planning, design, scheduling, funding and construction activities by setting goals and objectives. --Receive, interpret, disseminate and implement USACE policies, guidance, and procedures consistent with DOD, DA and USACE management plan(s).--Manage HTRW and MMRP Design District manpower based on current FY and out year work plans.--Conduct periodic budget and obligation plan reviews of District projects and recommend necessary actions to meet DOD and DA objectives and quarterly obligations goals.--Ensure PMs review and validate all projects in the DOD work plans on a quarterly basis.--Evaluate and analyze District resources and contracting tools required for successful project execution.-Developed and submit to HQUSACE an annual division management and support budget.-Resolve technical differences between the HTRW MCX and the HTRW Design District.-Ensure that Environmental Management Systems are developed and used.-Works closely with all customers to ensure projects cost effective, on time and met their needs.-Formulate budget single and multi-year budget plans for all projects and Districts.
