Ensure compliance with employment and data protection laws; oversee preparation of Annual Report and DFSA's contributions to federal Cabinet Report; conduct twice-annual ethics training for employees and manage disclosure and mitigation of ethical concerns; negotiate and ensure compliance with contracts entered into by the DFSA; manage business, agenda, scheduling and records of multinational board of directors. Primary legal counsel and public policy advisor for three consecutive elected Insurance Commissioners; supervised four divisions (Legal, Anti-Fraud, Bail Bond Licensing and Real Estate Appraiser Licensing); prosecuted administrative hearings; handled all aspects of trial and appellate court actions; supervised insurance company receiverships and outside counsel; prepared legal opinions; proposed and drafted legislation and administrative rules; designed, drafted procedures and regulations for, and supervised Department’s mediation program.• Successfully litigated constitutional challenge to HB 2437 “access payment”. Original action filed in Oklahoma Supreme Court, argued against Attorney General and Health Care Authority before referee and subsequently before the full Court. See Holland v. State ex rel. Okla. Health Care Auth, 2010 OK 60.• Commendation from Gov. Investigated businesses for compliance with workers compensation laws, conducted pre-hearing settlement conferences, presented evidence at administrative hearings, negotiated civil penalties.

Licensed as private investigator, insurance adjuster and private process server. Investigated insurance claims, accidents, fraud, corporate security, and criminal matters, including federal habeas corpus application on behalf of death row convict.
