Senior Engineer supporting PMA 261 Avionics IPT in the acquisition of the CH-53K King Stallion Heavy Lift Helicopter. Responsible for the development of acquisition documentation to support Milestone C. Specifically developing content for and editing DoDAF 2.02 architecture viewpoints to support the Net Ready Key Performance Parameter (NR-KPP), the Capabilities Production Document (CPD), and the Information Support Plan (ISP).

Supported the Saudi Naval Expansion Program (Foreign Military Sales case). Directly supported VADM Rixey (DSCA) in the in-country negotiations with RSNF CNO regarding the scope and complexity of the SNEP II Price & Availability (P&A). Coordinated inputs from PEO/SYSCOM representatives and drafted a revised SNEP II Price & Availability (P&A) table that became the basis for further potential Letter of Request (LOR) for Letter of Offer and Acceptance (LOA) development. Supported the development of an Operations Manual for the execution of the SNEP II FMS procurement. Via the LOA process and the seamless integration of these systems and infrastructure, the SNEP II goal was to provide the Saudi Government with a well-integrated Naval Expansion Capability of ships, aircraft, UAVs, and C4I supported by the training, logistics, facilities and Information Technology infrastructure necessary to maintain this capability well into the future. Supported the development and execution of the Executive Leadership Engagement Strategy which involved engaging Executive Leadership (Chief of Naval Operations (CNO), OSD (Policy), DoD, DoS, Embassies, and Combatant Commanders, POTUS to engage the highest levels of the Saudi Government in order to precipitate the definition of the Saudi Naval Expansion Program and the release of the LOR for LOA. supported the development of talking points for each of the Executive Departments as well as CNO, SEC Commerce, SECSTATE, SECNAV, SECDEF and POTUS. Using Systems Engineering Processes and COMOPTEVFOR’s Required Operational Capabilities (ROC)/Potential Operating Environment (POE) as a common reference, defined the mission areas and first level tasks that SNEP II would offer to the RSNF. Goal was to define the critical operational issues associated with the execution of these mission areas and to program life cycle and operational support requirements (training, maintenance, sparing, ammunition, upgrades) into SNEP II support cases.

Systems Engineer supporting the CNATRA Ground Based Training Systems IPT in the acquisition program management of the T-44C, T-45C RAMP, UMFO, and TH-57D simulator procurements. Specific responsibilities include: providing support in the development of EXCOM briefings for PEO(T), AIR 1.0, OPNAV and CNATRA; supporting the development of T-45C RAMP product development Integrated Master Schedule and risk analysis; and developing the strategic acquisition plan, developing/analyzing analysis of alternatives, and developing procurement packages for the TH-57D ground based training systems in accordance with the aircraft procurement schedule and CNATRA training requirements. Acted as the TH-57 ground based training systems IPT lead (APM(TS)) developing acquisition strategies for both current ECP requirements in response to the TH-57D aircraft configuration as well as new requirements for high fidelity simulation products. Coordinated team activities in the determination of ECP requirements for the Flight Instrument Trainer, Courseware, and Cockpit Procedures Trainer; the execution of the Front End Analysis contract with DPA/LSI. Mr. Roscoe coordinated procurement activities, risk management working groups, and developed acquisition documentation in support of an eventual contract award of the TH-57C FIT cockpit modification. In support of new requirements, Mr. Roscoe determined and drafted acquisition strategy and Material Design Decision briefs for PMA205 and 273 review, drafted POM issue sheet for new training products, drafted Systems Engineering Plans, facilitated Trainer Management Team meetings with customers, drafted briefs for CNATRA NARGs and summits, developed spend plans and acquisition schedule baselines, and drafted PMR briefs for PMA205.

- PM supported the acquisition of Communication Sensor Operator Training System for VH-71 Presidential Helicopter. Provided PM & training acquisition support, tracked contract deliverables, reviewed systems engineering program documentation, conducted risk analysis & crafted mitigation strategies, & utilized earn value metrics for acquisition cost, schedule & performance. - Senior Engineer, supported H-53 Program Office (PMA-261) APM for T&E in management of T&E resources for CH-53D/E, MH-53E ECPs. Reviewed and recommended changes to TEMP documentation, coordinated test resources, reviewed IMS, provided top level overviews of T&E activities and progress, organized & facilitated T&E WIPT, & drafted ITT Transition Plan. - Capture Manager developed & presented winning proposal to OPM & USCG for Training System Analysis and Training Technology Assessment. Managed overall contract execution tracking contract deliverables and expenditures; researched & drafted the verification, validation & accreditation section of the final requirements report; presented results to USCG.

IPT Leader for USMC Aviation Training Systems Federation in the acquisition of aircraft training systems & establishment of processes & material standards to meet USMC DC/A training transformation requirements. Supported DPM in the execution of the PPB&E process for training systems acquisition; provided guidance on the standardization of USMC training system configurations; developed acquisition strategies & SOWs; & provided subject matter expertise on T&E and fidelity requirements for training systems acquisitions, training system procurement, systems engineering analysis, & risk management of training system acquisition & courseware development. Provided consultation support to the V-22 APM(TS) in support of courseware development & implementation training transformation initiatives including the standup of the Marine Aviation Training System Squadrons. Managed delivery orders on the PM MAC contract ($50M total value) in support of PMA-205 Naval Training Program Manager & V-22 APM(TS). Tracked & managed labor (100 FTEs) and ODC expenditures, ensured delivery of monthly CDRLs, & developed EACs.After acquisition of ISI by Anteon, promoted to Vice President for Training Program Support. Expanded department to include engineering contracts. Responsible for growth to 100+ people & increased annual revenue above $12M per year. Supervised PMs, analysts, engineers & administrative personnel dispersed over 4 geographic locations; performed business development, project management, & contracts management. Developed personnel requisitions, conducted annual performance evaluations & salary adjustments; mentored & developed team leaders & project managers. Coordinated development & production of proposals. Developed & tracked contract deliverables, delivery order funding & execution through the development of Spend Plans & EACs. Contract management included setup, execution, mods to SOWs, & contract closeouts for multiple FFP, T&M, & Cost Plus contracts/Task Orders.

Project Manager/Test Operations Director supporting the Joint Shipboard Helicopter Integration Process (JSHIP) Joint Test and Evaluation (JT&E). Responsible for managing the Dynamic Interface Modeling and Simulation System (DIMSS) which included specifying and directing the procurement of a $1.7 M simulator at NASA Ames Vertical Motion Simulator Facility. Specific responsibilities included determining program functional and physical requirements; determining and allocating resources; drafting plans and devising schedules; budgeting for a $4+ million project; conducting risk management; planning and conducting shipboard flight test events, preparing technical papers and giving presentations on project progress; and technically evaluating the flight test and simulation test results. Because of the ground breaking efforts that were being accomplished by DIMSS in the modeling and simulation of the Helicopter/Ship Dynamic Interface Environment, the team was invited to present to the Aerospace Systems Group of The Technical Cooperation Program (TTCP) on the Helicopter/Ship Interface technology area. TTCP was an international organization that collaborated in defense scientific and technical information exchange; program harmonization and alignment; and shared research activities for the five nations (Australia, Canada, New Zealand, United Kingdom, United States). Presented the progress of JSHIP/DIMSS during the five year effort. JSHIP/DIMSS presentation given at the Australian Flight Test Society Meeting (Melbourne Australia) awarded best presentation. Tasked as a Test Operations Director responsible for developing the plans and executing the testing for the Dedicated At-Sea Test (DAST) 10. This DAST was the largest at sea test conducted by JSHIP and included up to 11 Army (AH-64, OH-58, UH-60, CH-47) and Air Force (UH-60) helicopters and 125 test and support personnel onboard the amphibious assault ship USS Peleliu (LHA-5).

Lead government test engineer for V-22 EMD phase Helicopter Mode Flying Qualities, Airplane and Conversion Mode Performance, Simulation Testing/Validation, and the Operational Flight (OFT) and Full Flight Simulator (FFS) test and evaluation. Specific responsibilities included coordinating government assets in support of flight test, real time monitoring of flight tests, post flight data reduction and analyses, drafting Flight Test Review Board deficiency reports and yellow sheets, communicating with PMA-275, AIR 4.3, and 4.1 sponsors on the significant test results, and making recommendations for follow-on testing requirements. Simulation responsibilities included executing the Manned Flight Simulator (MFS) Evaluation and Verification/Validation Program Management Plan (PMP). Supported OFT upgrades, provided expertise regarding configuration management and test requirements. Supported SOW preparation, specification reviews, and preliminary design reviews. During FSD phase, supported the ITT in areas of flying qualities, performance, VIP demonstrations, and operational evaluations. Drafted test plans for SECNAV demonstration flights and operational test flights (OT-IIB), DT/OT transition reports (OT-IIB), message reports and support plans. Lead Engineer for the Helicopter Simulation Efforts for : SH-3H Weapon System Trainer (WST), SH-2F WST, and Low Cost WST, SH-60B WST, SH-60F WST, HH-60J OFT (Coast Guard). Lead Air Vehicle Section Engineer for evaluating the HH-60H and HH-60J helicopters for: HH-60H Flying Qualities, HH-60J Flying Qualities and Simulation Data Acquisition (flew 118 flights in 6 months), SH-60F Performance and Air Data System Evaluation, SH-60B Air Combat Maneuvering Structural Load Survey, leading a team comprised of test pilots and engineers, fleet pilots, and contractor (Sikorsky) engineers. Supervisor during the supervisor’s rotational assignment, managed 15 engineers reassigning workload and conducted annual performance evaluations.
