Development of designs for the maintenance works;Element 17 (Surfacing) The overall objective of this element is to preserve the road asset by maintaining waterproof surface layer and drainage which is the most cost effective way of protecting the underlying road pavement structure. Surface is an integral part of a road and it is crucial to withstand the high contact with tyre and the road structure. This element aims to ensure the surface age is not greater than the target optimum seal age for each road section unless a physical inspection has verified that the resurfacing works can be deferred beyond the target optimal seal age. Element 18 (Rehabilitation)Road pavements deteriorate over time to the point where they are structurally inadequate for the current or expected loading, or fail to meet serviceability requirements, particularly shape as evidenced by roughness and rutting. The overall objective of this element is to maintain a pavement structure through rehabilitation at right time, which reduces the expensive maintenance activities and hence, minimises the “whole-of-life” costs of the pavement.
