System Assessment Team Lead (C2BMC)• Lead 15+ engineers in the areas of Interface Control Document (ICD) development, Performance Assessment, and System Assessment.• A key participant to guide the migration for the C2BMC program from traditional waterfall life-cycle management towards combined Agile, Model-Based Systems Engineering (MBSE), and DevOps methodology.

Ground Based Strategic Deterrent (GBSD) (TMRR)• Led a 6-person architecture team to develop Model-Based Systems Engineering models, using No Magic Cameo Enterprise Architect, for the Command & Launch (C&L) Segment. The model included the functional/behavioral, logical, and deployment architectures, expressed in the Unified Profile for DoDAF and MoDAF Model (UPDM), an extension of System Modeling Language (SysML).• Managed delivery of MBSE architectural products to the Program-level Systems Engineering, Integration, & Test (SEIT) organization, for integration into the System-level model. Developed the Integrated Master Schedule (IMS)for the team’s products. Applied the Agile methodology to maintain a battle rhythm of month-long “sprints” and daily “scrums” for producing architectural products. Integrated the Agile approach into the IMS, within constraints imposed by the Earned Value Management System (EVMS).• Tools & Technologies: Cameo Enterprise Architect, MBSE, MOSA, UPDM/DODAF, SysML.

Ground Based Strategic Deterrent (GBSD) (Proposal)• Served as deputy to the Command & Launch (C&L) Systems Engineering & Integration (SEI) Lead for the GBSD proposal, a multi-sector bid for the Technology Maturation and Risk Reduction (TMRR) phase to update the Minute Man III fleet. Mission Systems sector was responsible for the command & control solutions.• Coordinated the C&L SEI team to author Basis of Estimates (BOEs), covering the functional areas of management & control, CONOPs, requirements, architecture, interfaces, trades, communications, specialty engineering, modeling & simulation, cybersecurity, and nuclear surety/hardness.• Authored the BOE and pricing profile input for systems engineering management & control. Developed a bill of materials (BOM) for software tools to model system architecture, communications, and nuclear hardness.• Provided thought leadership in area of Model-Based Systems Engineering (MBSE), collaborating with senior specialists to define methodologies and conventions for documenting the descriptive architectural model in No Magic’s Cameo Enterprise Architect. • Served as the Systems Engineering and Integration & Test (SEIT) Lead for the Internal Research and Development (IRAD) project, “Citadel” Enterprise Battle Command System (EBCS). Citadel is a C4I product designed for Direct Commercial Sales (DCS) in the international arena.• Led a team of 30+ engineers across 3 teams: Systems Engineering, Algorithms & Analysis, and Integration & Test. Responsible for programmatic oversight and coordination, including adherence to the Integrated Master Schedule (IMS), managing staffing profiles, reporting statuses to upper management, briefing progress at program milestones, etc. Responsible for delivering hardware and technical artifacts, including requirements, trade studies, algorithms, test procedures, and test reports. Oversaw acquisition and integration for hardware and software.• Supported strategic evaluations to determine technical and programmatic direction for the program at the campaign and capture levels. The campaign level strategized long-term business development to multiple customers, and it defined how to orchestrate product development built on core capability with extensions tailored to each customer. The capture level focused on tailoring capabilities, bids, proposals, requirements, and high-level architecture for individual near-term customers. Liaised with capture teams to define product requirements, architectures, and programmatic and technical infrastructure. Evaluated plans for exportability, safety, and architectural reuse.• Oversaw staff and performed core management functions, such as timecard approval, training currency, and employee evaluations. Advised the Program Manager on staff redistribution and coordinated with support organizations for matrixed resources. Missile Defense National Team (MDNT) (Customer: Missile Defense Agency)• MDNT is tasked to design, develop, and test the Command, Control, Battle Management and Communications (C2BMC) Element in the Ballistic Missile Defense System (BMDS). The C2BMC orchestrates globally distributed sensors and weapon systems, to form an integrated, layered missile defense system.• Engaged in all phases of the C2BMC product development lifecycle, including: requirements analysis, high-level design and documentation, systems integration, detailed-design and code review, software functional testing and verification, software defect management, tools development, and engineering management.• Served as a key cross-organizational liaison to coordinate technical solutions among developers, architects, systems engineers, testers, engineering management, the government customer, and the warfighter community. • Technologies: Java, Eclipse, Rational ClearCase, Rational ClearQuest, IBM Rational DOORS, UML, SysML.

• Led a team to analyze, plan, fund, and execute a base-wide implementation of the DoD process-reengineering initiative for acquisition reform of military specifications and standards. • Launched the first mission for the CHOP program (Countermeasures Hands-On Program) in the BMDO (Ballistic Missile Defense Organization). This “skunkworks” project investigated third-world capabilities in tactical, ballistic missile countermeasures. Managed a 6-man team through the DoD acquisition and engineering life cycle in an accelerated ten-month schedule. Accomplished all technical and programmatic objectives and briefed Pentagon program managers resulting in Congressional visibility and significantly increased funding for the program.• Managed multiple advanced-technology contracts totaling over $40 million. Led a three-member project management team to generate technical requirements, coordinate acquisition schedules, and evaluate and counter contractor proposals for advanced ICBM guidance instrument and battery technology.• Flew T-37 and T-38 twin-engine jet aircraft. Exceeded all expectations required of the speed of sound.
