Led an initiative to effectively address issues associated with former government personnel, meeting Army, NCSC and President’s Intelligence Advisory Board objectives.• Led integration with Personnel Security to design and manage the Streamlined Screening and Vetting Pilot (S2VP), a process of using advanced analytic methods to efficiently screen foreign national applicants for foreign influence or preference. • Managed and oversaw Department of Defense counterintelligence and anti-terrorism programs in an embassy and international environment.• Established Force Protection Detachment (FPD) Cyprus, integrated into the American Embassy Country Team, and achieved full operational capability within one month of stand-up.• Provided guidance on CI and force protection activities to senior civilian and military officials, including the American Ambassador and Foreign Service officers.• Acted as the country Counterintelligence Coordinating Authority (CICA) during contingency planning and operations with the U.S. European Command (US EUCOM). Coordinated and synchronized Army CI activities with senior members of the FBI, other services and National intelligence and CI agencies.• Represented U.S. Army CI equities to the Ambassador’s Country Team and at regional interagency meetings and working groups.• Selected from more senior embassy officers to manage the Export and Border Security (EXBS) program, a position normally held by U.S. State Department personnel.

• Managed and oversaw CI and Human Intelligence (HUMINT) activities for Multi-National Corps-Iraq (MNC-I), consisting of six multi-national divisions and one U.S. Marine Corps Expeditionary Force, during combat operations.• Ensured CI and HUMINT activities supported the Corps mission and coordinated missions with other military services and national-level intelligence organizations. This included advising the Corps Commander on the employment of CI and HUMINT in the dynamic and critical atmosphere of the 2007 "Surge."• Coordinated and synchronized CI activities at the theater level with Multi-National Force – Iraq (MNF-I), other military services, the Strategic CI Detachment (SCID), and national level intelligence agencies.• Conceived, coordinated and managed the first MNC-I plan that applied CI and HUMINT activities within the intelligence cycle and linked operations and collections to the Corps scheme of maneuver.• Applied knowledge of the intelligence cycle and CI and HUMINT capabilities to develop collection activities that projected enemy activity and answered MNC-I intelligence gaps.• Managed a reduction of CI forces while maintaining operational continuity.• Applied expert knowledge of the U.S. intelligence community to leverage all available intelligence capabilities, including national agencies.• Regularly briefed MNC-I General Officers on Joint and interagency CI and HUMINT activities.
