Lead clinical and operational aspects of all primary care delivery for the health centers that provide care to more than 64,000 patients (children, families, and adults) at 16 sites. Represent the organization and its medical staff in the community, with the health plans, public health departments, local hospitals and community advocacy groups.

Founded in 2002, BARHII is a national engine for health equity thought leadership. BARHII sits at the unique intersection of thought leadership and practice, deeply informed by equity leaders in government and community who deal each day with the demands of systems change for equity. Today, BARHII is powering the movement for health equity in our lifetime by leading efforts to ensure COVID-19 and racial reckoning was a wake-up call to the nation—and that we emerge with a new society that honors, protects, and advances health equity and racial health justice with the urgency it deserves.

Led the Division of Medical Services which provides medical care, dental care, behavioral health services and emergency medical services to the residents of Solano County. Oversaw the successful effort to create a HRSA compliant governance board and Co-Applicant agreement to achieve Community Health Center 330(e) designation (prior to this the health centers had Healthcare for the Homeless 330(h) designation only). Provided leadership on health equity (Cochair of the Bay Area Regional Health Inequities Initiative BARHII) and upstream social determinants of health.

Expanded the reach of Solano County health centers by opening a primary care site, dental site and deploying new mobile medical and dental vans. Created a three county regional public health lab with agreements for joint governance. Led multiple outbreak and contact investigations including a TB investigation involving NICUs at two major hospitals with national media attention. Dramatically improved access to trauma care for Solano County residents through designation of two trauma centers and creating the infrastructure to regulate them.

Improved efficiency of the Tuberculosis and Communicable Disease programs through practices of continuous quality improvement. Led collaborative initiative with Touro School of Medicine to provide faculty to staff County health centers and create a clinical teaching environment for students. Together with the Health Officer provided around the clock management of H1N1 pandemic response for the County. Led clinical care in the health centers as Medical Director.

Appointed by the county board of supervisors to provide public health leadership for Solano County and provide local enforcement of public health law on an interim basis until Health Officer position was filled.

Provided clinical oversight to physicians, nurses and medical technicians in emergency department with 16,000 annual visits. Managed EMT and public access defibrillator programs 6 US military bases in the UK. Oversaw all clinical care provided to US military personnel stationed at a remote NATO base in Norway through remote management of an Independent Medical Duty Technician and semiannual onsite audits.

Provided initial evaluation, management, treatment and disposition for pediatric and adult patients, Responsible for base station medical control and ambulance dispatch.

Supervised of a team including a physician, physician assistants, nurses, medical and administrative technicians. Developed and implemented process improvement measures to meet quality and productivity targets. Consultant to nurse run tuberculosis clinic.

Primary care manager for a panel of patients. Provided outpatient/inpatient care and performed minor procedures.
