Recruited to serve as the Institution's first Chief Investment Officer to construct an Investment Office to manage its nearly $1.2 billion endowment. Andrew Carnegie founded the Carnegie Institution of Washington in 1902 as an organization for scientific discovery. Michael Stambaugh served as the Chief Investment Officer at The American University in Cairo where he founded and constructed the University’s first Investment Office to manage its $600 million endowment. AUC was established in 1919 and currently operates on campuses located in downtown Cairo and New Cairo, Egypt. In this role Mr. Stambaugh led the formulation of investment strategy, identified new investment opportunities, evaluated manager performance, and managed the endowment, all the while collaborating closely with the University’s Investment Committee. He transformed the endowment from one that was highly directional, with significant levels of manager and style risk, to one that is broadly diversified and better positioned to support the University’s mission and spending needs going forward. He spearheaded three asset allocation studies and the update and implementation of a revised Investment Policy. The strategy implemented outperformed the Investment Policy benchmarks over rolling three- and five-year periods. Major changes to the endowment included exposing the fund to non-directional/event-driven investment strategies through allocations to hedge funds and the introduction of private equity and natural resource exposures.In addition to his investment responsibilities, Mr. Stambaugh served as the lead liaison with lending institutions, custodial banks and credit rating agencies.

He was a member of the team that formulated investment strategy, identified new investment opportunities and evaluated manager performance of the Museum’s $2.5 billion endowment. During his tenure he was engaged in manager research and due diligence across a range of marketable and alternative asset classes, leading the underwriting and/or analysis in the private equity/venture capital asset class. He was also responsible for the Museum’s corporate treasury function, inclusive of all lending, foreign exchange, credit rating agency and cash management related matters.
