Regional community plans and government liaison officer for 13 U.S. Naval bases within Navy Region Mid-Atlantic. Provide intergovernmental and encroachment management support to Commander, Navy Region Mid-Atlantic (CNRMA) utilizing city planning skills to protect the mission of the bases. Support naval base installation Community Planning Liaison Officers (CPLOs) to achieve major program initiatives and identify organizational requirements to PLC, BLC, and HQ, including staffing, IPLs, support tools, and other planning resources and funding.

Chair of the Hampton Roads regional 45 member Transportation Technical Advisory Committee (TTAC) comprised of voting members representing Hampton Roads localities that include city engineers, urban planners, public works officials, and representatives from various agencies such as VDOT, Hampton Roads Transit, VA Port Authority, VA Department of Rail and Public Transit, and FHWA. Advise and make recommendations to the Hampton Roads Transportation Planning Organization (HRTPO) political body on complex transportation issues. Allocate federal and state funding for regional projects and transportation grants in Hampton Roads.

Managed community planning activities for the City of Newport News. Major duty included supervising diverse professional planning staff in preparing and implementing the city's comprehensive plan. Other major areas included transportation planning, special studies and projects, coordination of current planning activities, consultant management, major program management, A&E selection boards, and conducting scientific surveys. Served as liaison to regional agencies, e.g., the Hampton Roads Planning District Commission and Transportation Planning Organization, Hampton Roads Transit Authority, U.S. Census Bureau, military installations, and other various regional agencies. Assisted management in carrying out the department’s work program and City Council’s strategic action plan. Managed the intern program and served as a mentor to planning professionals. Led cross departmental interdisciplinary teams to implement complex city projects. Served as adviser to Mayor and City Manager on all transportation related activities within the city and region. Assisted in establishing and implementing the city's capital improvement program and budget. Served in leadership role in Emergency Operations Planning Section under NIMS disaster/response.

Performed professional planning work in all areas of city planning, including short-term planning, comprehensive planning, and special projects. Responsibilities included preparing recommendations for zoning applications, conditional use permits, and special exceptions and presenting recommendations to City Planning Commission and City Council for an assigned planning district. Updated the city’s zoning ordinance and comprehensive plan with specific responsibility for a major planning district within the city. Prepared technical reports as required within the assigned district. Conducted public meetings with the community and made presentations on various planning related topics. Represented the planning department and city at regional committees and citizen meetings.

Developed land use recommendations for the York County Planning Commission and Board of Supervisors in all areas of comprehensive planning. Prepared detailed staff reports, resolutions, and ordinances and presented analysis to Planning Commission and Board of Supervisors. Maintained and updated the county’s zoning ordinance and comprehensive plan with specific responsibility for a major segment of the planning program. Made presentations to public bodies and conducted work sessions on various planning issues. Provided staff support to various boards, commissions, and committees and represented the county on various local and regional committees on topics such as telecommunication, transportation, and landscape architecture. Other assignments included developing and maintaining division’s Internet web page.
