Stationed at NASA Glenn Research Facility. Implements security measures designed to deny unauthorized access to facilities and resources and to protect personnel from damage or harm. Performs quarterly assessments and submits formal reports which detail a full inspection of all buildings and the perimeter and all fences and gates including supporting lighting, barriers, and video monitoring systems. Develops, updates, and prepares as necessary a Design Basis Threat (DBT) in coordination with the Counterintelligence/Counter-terrorism (CI/CT) Office and local law enforcement. Develops, coordinates, and documents risk mitigation for security assessment findings and observations and develops a Plan of Action and Milestones for each issue of noncompliance. Drafts and reviews security plans and related documents for approval. Reviews drawings, blueprints, and project requirement documents to determine compliance with security requirements. Development of critical infrastructure and industrial security policies and guidelines. Conducts program and access briefings and security training for new personnel. Responsible for the the Chemical Facility Anti-Terrorism Standards (CFATS) program which identifies and regulates high-risk chemical facilities to ensure they have security measures in place to reduce the risks associated with these chemicals. Develops and updates, as necessary, the Site Security Plan and Top Screen (CFATS) in accordance with 6 CFR part 27. Maintains close working relationship with Department of Homeland (DHS) personnel to prepare and evaluate the Centers current security posture as it relates to DHS security requirements for high risk chemical facilities.

Administrative duties include payroll management and scheduling; approves/denies requests for leave. Provides instruction & training to officers and new hires; completes performance evaluations and recommends disciplinary actions when appropriate. Implements institutional operational policies & procedures and assists in creation of new policies and SOP's. Gathers crime and incident data for analysis and dissemination. Assists in the testing and upkeep of facility security cameras and voice vault database. Performs general patrol functions, responds to calls for assistance, traffic enforcement, emergency response to all emergencies, access control to federal reservation, vehicle inspections, performs armed escorts of high value assets as needed, general investigation of possible criminal activity, report writing, emergency vehicle operation, apprehension of criminal violators and overall protection of NASA personnel, contractors, property and assets. Maintains secret security clearance. Maintains Federal Arrest Authority under the NASA Space Act.
