NSS-SY is the Navy's enterprise wide program to improve performance in naval maintenance.Promoted communication, coordination, collaboration, and change management while working with shipyard workers, shipyard senior managers, NAVSEA HQ executive directors, and Navy admirals.Selected by NAVSEA 05 RDML Jason Lloyd (NAVSEA Chief Engineer) and senior directors to be the enterprise lead for the NSS-SY discovery team. The team works to decrease maintenance time through new technology, and changes to engineering requirements and processes. Traveled to NAVSEA HQ to engage face-to-face with NAVSEA 04, 05, and Naval Transformation Office leadership. Built partnerships between engineering and operations personnel at all shipyards and NAVSEA HQ, as well as warfare centers and contracted partners.When my role started, the team had identified 68,500 man-days of savings, and was on pace to identify 75,000 for the year. This was 15,000 below the goal of 90,000 by end of 2022. I pushed the team to increase our focus and they responded by identifying over 93,000 by the end of the year.As of September 2023, over 120,000 man-days of savings have been identified, with over 47,000 in realized savings on projects in execution.Completed PROSCI change management practitioner training and applied the principles of change management to PSNS&IMF and NSS-SY initiativesPartnered with the Boston Consulting Group (BCG) to calculate deficiency resolution turnaround time at all four public shipyards.Led an NSS-SY team to answer the open ended question of: what should engineering do differently?Partnered with senior leaders to define a PSNS strategy for standard work.Authored the PSNS&IMF Command Back Shift Program Instruction.Authored the first draft of the Advanced Industrial Management-Next Generation manual chapter revision to incorporate the Operational Control Center.

While acting division manager, oversaw distribution of shipyard manufactured masks to all department employees in response to COVID-19. Also tracked and analyzed the department’s telework effort, with over 730 personnel teleworking. Provided technical direction for repairs to nuclear powered naval submarines. Filled in for project engineering manager and/or field office lead during their absences.Actively mentored and supervised junior engineers to ensure they can successfully gain the skills, knowledge, and experience required to be effective in their positions.Led investigation and troubleshooting of seawater found in the USS Seawolf Low Pressure Air system. Was recognized as project support employee of the month for this work.Provided support for USS NEBRASKA (SSBN 739) air systems during the end phases of the maintenance period. Prevented at least $100,000 in project losses per the project engineering and planning manager. Project management stated that “the repair was a model of engineering and production collaboration”.Provided engineering support for installation of the low pressure air compressor and three high pressure air compressors for USS MAINE. This work was planned and executed in a short window of time over a weekend.Led investigation, troubleshooting, and repair of fire in the Emergency Main Ballast Tank Blow system on USS OHIO (SSBN 726). All technical documents and repairs were completed quickly and effectively so that there was no negative impact to the overall project completion schedule.Supported sanitary pump repairs of USS JIMMY CARTER (SSN 23). Worked independently on 12-hour night shifts to ensure no issues would halt the work of the mechanics.Selected to represent the mechanical engineering division during Sea Trials on USS SEAWOLF and USS CONNECTICUT and Pre-Availability Testing on USS SEAWOLF. Total of 28 days underway on nuclear submarines. During USS SEAWOLF sea trials, the ship’s High Pressure Air Compressors (HAPCs) broke down. Provided underway troubleshooting and repair of the HPACs, which was successful, and sea trials was successfully completed.
