This process successfully focused management, staff and other resources on critical mission objectives.
Chief, Weapons Quality - Pantex
Serving as the Chief of the Weapons Quality Staff at Pantex, was responsible for and directed all QA program activities, with emphasis on the anticipation, innovation, and excellence in establishing Nuclear Weapon QA policy and expectations to assure our customers that nuclear weapons systems that constitute the nation’s nuclear weapon stockpile, followed safe processes, met design definition and requirements and were reliable.Established a new assessment and verification paradigm that changed the fundamental philosophy of how DOE did nuclear weapons oversight. It's effectiveness and innovation were recognized by the Director of the National Nuclear Security Administration (NNSA). By reengineering our surveillance process, formats and expectation, DOE improved its' oversight performance and presence from 50 surveillances per year to 250 - without any increase in resources. In addition, the new surveillances focused on more meaningful and value-added processes, critical build points and design features - all of which strengthened customer confidence in the quality of DOE’s work.

As the Chief USAF engineering agent to Central and South America, programmed and managed resources, coordinated and executed USAF engineering projects and deployments. Directed over $4 M and more than 4,000 USAF Guard and Reserve personnel constructing a 20,000 sf dormitory at the Brisas del Mar Leprosy hospital, twelve schools, 2 clinics, 7 facilities, 65 wells, 18 foot bridges in 10 Latin American countries, improving the quality of life for thousands of residents. Also appointed as the principal Air Force engineer in the1994 US campaign “Operation Safe Haven,” constructing one of the four refugee camps housing 10,000 Cuban and Haitian refugees.

As Manager of the Shock Physics Division and the chief United States Air Force (USAF) representative for international protective airfield structure research, planned for and constructed full to 1/3-scale aircraft shelter models for vulnerability research against exotic weapons. This included managing $54M in research funds, execution of test plans, all levels of US and NATO coordination and the development of a multi-agency, international five-year aircraft shelter research program.
