Michael Roberts has over 30 years of experience in hazard analysis and risk assessments of chemical, petrochemical, pharmaceutical, oil and gas, and pulp and paper facilities. ​​During the development of the EPA risk management program (RMP) rule requirements in the 1990s, Mr. Roberts helped prepare comments on the proposed RMP rule requirements on behalf of the Chemical Manufacturers Association (CMA) (now known as the American Chemistry Council) and the American Petroleum Institute (API). He participated in the Kanawha Valley hazard assessment project, overseeing the technical review of the consequence analysis results and providing technical guidance to assist 14 chemical facilities in preparing hazard assessments for public disclosure. He has also provided EPA RMP advice to the East Harris County Manufacturers Association RMP Group in Houston, Texas (approximately 100 member companies), the Texas City RMP Group in Texas City, Texas (7 member companies), and the Jefferson County RMP Group in Louisville, Kentucky (approximately 40 member companies). ​​For the past 20 years, Mr. Roberts has provided RMP consulting services on over 65 projects, including applicability assessments, risk management plan (RMPlan) reviews and updates, and RMP offsite consequence analyses. He is the primary developer and instructor for the ABS Group Training Center courses entitled "Consequence Analysis", "Risk Management Programs: Complying with EPA’s RMP Rule (40 CFR 68)", and "Updating and Resubmitting EPA Risk Management Plans." He is a coauthor of Compliance Guideline for EPA’s Risk Management Program Rule (published by CMA and API), Risk Management Program Guidance for Petroleum Refineries (API), and Risk Management Program Guidance for Exploration and Production Facilities (API).​
