Advise policy makers in developing effective, legal, efficient, and evidence based approaches to reducing greenhouse gas emissions. Conduct research on energy and climate law and policy. Leverage Stanford University faculty and student expertise on energy and climate science, economics, law, and policy to assist policy makers at multiple levels of government in achieving better climate and energy policy outcomes.

Teach environmental, climate and energy law; mentor students; conduct research on energy law, energy policy, energy modeling, climate law and climate policy; present results of research at academic and professional conferences; lead teams of students in advising UNFCCC, federal, state, and local governments and NGOs on development of energy, electricity and climate policies; write comments on proposed regulations; organize and write amicus briefs before U.S. Supreme Court on Federal Power Act issues; testify before U.S. Congress, California Legislature, Federal Trade Commission.Examples of Regulatory Advising/Policy experience:- Advise Rep. Waxman, Sen. Binghaman and Sen. Murkowski on Waxman-Markey Cap-and-Trade emissions trading market and offset design.- Advise CA Sen. Fran Pavley on structuring of SB 32 (extension post-2020 of California climate policies) to manage Prop 13/Prop 26 issues.- Assist Sen. Whitehouse and Rep. Waxman in development of carbon tax legislation.- Advise Rep. Waxman on use of International Air Pollution provisions under Clean Air Act. - Organize and lead coalition of progressive and conservative NGOs in advocating before OMB, EPA, and state air regulators to modify Clean Power Plan to allow for use of carbon tax as state compliance tool. - Advise NGOs on advocacy position with respect to State compliance choices under Clean Power Plan. - Advise key California legislative staff on legal issues regarding CAISO regionalization.- Advise key California legislative staff on legal issues regarding post-2020 climate policy.

Assist Office of Electric Infrastructure Safety and Public Utilities Commission in developing guidelines for wildfire risk for electric utilities in California and in reviewing utility wildfire mitigation plans. Assist OEIS in developing and running Risk Model Working Group to improve collaboration on risk management issues.

Evaluate investor owned utility wildfire risk model and provide feedback to utility on areas of maturity and for future improvement.

Provide advice and analysis to the Senate pro Tem on the PG&E bankruptcy and development of the California Wildfire Fund.

Teach international environmental law; conduct research on climate law and climate policy; present results of research at academic and professional conferences; testify before U.S. House of Representatives on design of cap-and-trade and carbon offsets.

Assist clients in horizontal entitlement of large development projects; advise clients and California Building Industry Association on development of CEQA compliance strategies for GHG emissions; advise clients on cleanup of brownfield sites; advise and advocate before EPA and Congressional staff regarding energy related tax credits and loan guarantees.
