Much of the involvement was in the state of Connecticut, where the Connecticut Siting Council held jurisdiction over such types of projects. This enabled the applicant to bypass a city's typical planning / zoning process and go straight to the building department for the required permits. In other states such as New York, the planning / zoning process remained a part of the approval process. Design intent included electrical, mechanical, structural and civil elements to ensure safe, reliable and effective installation and maintenance. Ultimately, the fuel cells allowed each facility to reduce their electricity costs and, accordingly, pollutants to the environment. Further, the fuel cells offered the opportunity for continued electric power during grid-related outages. -
