Fighting Chance Athletics is a 501(c)(3) nonprofit organization that is dedicated to providing youth athletes with the uniforms, gear, and equipment necessary to participate in grappling sports like Wrestling, Brazilian Jiu Jitsu, and Judo.Through grappling sports, young athletes learn discipline, build confidence, and learn some of the essential skills needed to succeed in life. We, at Fighting Chance Athletics, want to ensure that every child has the opportunity to participate in and benefit from the experiences that grappling sports will provide without having to worry about the costs that are associated with most organized sports programs.

Provide customized, individual development plans to employees throughout the Internal Revenue Service (IRS). Provide career pathing and career broadening services. Develop individual training plans and activities to assist individuals in pursuing career goals.

Serve as program manager, overseeing multi-million-dollar projects. Provide oversight of security force and direct as needed. Work directly with senior level management officials to resolve security or personnel issues. Provide analytical support to management in assessing and defining the needs of the Agency for implementation and evaluation of the IRS Security Program. Recommend policies, procedures and standards for the IRS Security Program. Provide technical guidance that is designed to protect service personnel, facilities, property and other assets, both tangible and intangible, from intentional and non-intentional human threats, as well as man-made and natural disasters. Advise on security matters involving personnel and physical security in order to resolve questions pertaining to appropriate cost-effective security measures commensurate with the threat, overlapping or conflicting requirements, security budget and resources distribution. Oversee and develop security and awareness training for presentation to large audience.

Plan, coordinate, implement, and evaluate complex emergency management and physical security projects including risk assessments, compliance reviews, identification media, maintenance service contracts, emergency management plans, continuity of operations plans, occupancy emergency plans, and responses to incidents. Analyze, implement and maintain emergency management and the physical security safeguards for various federal agencies, operations, and information. Develop physical security procedures and provide technical guidance designed to protect personnel and facilities. Determine the necessary level or protection needed for a given facility. Identify and assess vulnerabilities, create recommendations, and implement changes to meet Interagency Security committee guidelines. Conduct security and vulnerability inspections and incident investigations on the physical and technical security of regulated facilities. Identify potential areas of concern involving vulnerabilities and risk. Provide recommendations on security and enforcement issues. Evaluate drawings of new or remodeled facilities to ensure adequate physical security needs are included. Ensure the physical protection of sensitive or classified information, personnel, facilities, resources or other processes against criminal, terrorist, or hostile intelligence activities. Perform personnel threat assessment analyses and evaluations of criminal intelligence information. Identify potential areas of concern involving vulnerabilities and risk. Provide recommendations on security and enforcement issues. Brief senior level officials, investigators on investigative activities including direction and progress of investigations, significant findings and developments, and problems or questions of evidence. Analyze criminal complaints and determine the appropriate action to be taken.

Perform first responder functions, incident management, and operational functions of a certified patrol, explosive, and narcotic detection canine. Maintain awareness of threats and intelligence information. Provide operational searches as a canine officer in explosive and narcotic detection searches of building and office areas, vehicles, packages, open areas, cargo, materials and persons housed or located in or near property owned, occupied or secured by the U.S. Government. Conduct Random Anti-Terrorism Measures (RAM) drills to include entry and exit inspections. Perform patrol duties by applying and enforcing traffic rules, directives, and procedures, (e.g., speed, moving violations, reckless driving or drunken driving). Write accurate and clear reports of police action taken and maintain notes to assist in report writing and articulation of actions. Perform contingency actions in response to incidents, emergencies, and hostile actions (e.g., active shooter, hazardous materials spill, and bomb-threats) as a member of a law enforcement response force. Conducted preliminary inspections and investigations using a working dog to search out explosive devices or narcotic substances. Handle, maintain accountability, and secure explosive material and firearms. Handle, maintain accountability, and secure narcotic material. Develop and implement rotational canine search schedule to provide explosive and narcotic detection coverage for federal facilities spanning across Maryland, Virginia, and Washington, D.C. Briefed management and senior level officials of the capabilities and correct operational use of patrol, explosive, and narcotic detection dogs. Provided detailed capability and limitation briefs of the Military Working Dog program to explain and demonstrate the correct utilization of working dogs to management and other senior staff. Maintained accurate and complete daily records and logs associated with the use of explosive detection and narcotic detection.

Provided explosive detection for the Baghdad Security Embassy Forces Project. Conducted rotating shifts, 12 hours a day, subject to recall in emergency situations. Maintained a highly trained explosive detection dog, certified to the ATF NORT standard. Responsible for searching all vehicles entering the Embassy in order to deter and prohibit explosive or hazardous materials entering the facility. Conduct random anti-terrorism measures that included searches of additional vehicles, buildings, open areas, and providing security of the Embassy while utilizing assigned explosive detection dog to locate any explosive substances, independently or as a member of a team. Provide explosive searches of all vehicles entering the flight line of the Embassy to deter and prohibit explosive or hazardous materials entering the facility. Maintain accurate, daily records of working dogs performance, training, health and well-being using a Microsoft Excel worksheet. Responsible to annotate working dogs deficiencies, health issues and daily rating on an excel formatted document. Records maintained and utilized by SOC LLC as well as the Department of State to ensure the proficiency of working dog and handler. Additional duties include, ensuring the health and well-being of assigned explosive detection dog; this includes, feeding, grooming, providing physical conditioning, and daily training. Required to write detailed incident reports if working dog indicates that he/she has found explosive material. Armed position that required daily maintenance of assigned firearms. Required to semi-annually re-qualify with duty weapons, a Glock 19 and an M4 Carbine Rifle. Semi-annually, required to attend a period of instruction and refresher course regarding the fundamentals and principles of firearm use and safety. Required to work with no supervision and considered a subject matter expert in regard to canine detection.

Performed tasks as a team leader and training Non-Commissioned Officer in charge of planning, coordinating, conducting and supervising proficiency training for all patrol, explosive, and narcotic detection dogs under my charge. Manage and maintain a kennel facility. Manage, coordinate, and supervise work schedule and training schedule of assigned canine teams. Resolve employee grievances and issues. Responsible for approving employee leave. Maintain correspondence with senior level management to implement change to operational protocol. Attend senior level staff meetings to implement more effective operational canine utilization. Coordinate and conduct joint agency training. Conduct and supervise daily explosive detection training. Conduct and supervise retraining of non-certified canine teams. Responsible for the safe and efficient control, handling, and disposal of explosive training aids, ensuring that all training aids are handled, stored, and disposed of in accordance with established protocols/best practices. Develop proficiency training to included explosive detection, narcotic detection, gunfire agitation, pursuit of suspects, attacking, apprehending, guarding, escorting suspects, hand and verbal commands, searching with working dog on and off leash.
