As part of the Business Analytics and Optimization (BAO) public practice, I lead Enterprise Content Management (ECM) projects and proposals for Federal, State and local government clients.

As the Director of CRI’s Technology Solutions Group (TSG), I was responsible for managing a contract portfolio ranging from five to 10 million dollars per year. At the onset, this portfolio relied exclusively of projects for the US Department of Agriculture (USDA) and over the years became well balanced across numerous civil agencies including TSA, Consumer Products Safety Commission (CPSC), Veterans Administration (VA), Housing and Urban Development (HUD), the Centers for Medicare and Medicaid Services (CMS) and the Departments of Education, Labor, and Treasury. The group’s system development portfolio began with Java / J2EE development but began to diversify our skills to include, Knowledge Management (IBM FileNet), GIS (ESRI) and .NET development. In addition to our system development capabilities, TSG provided Section 508 policy and implementation, Enterprise Architecture (EA) and Information Assurance (IA) support and maintained a small Cold Fusion development shop.

As a Director in Covansys’ National Document Management Practice, I directed various public sector clients including a State Department of Insurance (DOI), a County Board of County Commissioners, and commercial clients including a Commercial Mortgage Lender. I provided project, contract and financial management for a staff in the development of Content, Document and Business Process Management (BPM) Systems. I managed diverse project teams using both local and global delivery models.

As the Manager of the Document Management group, I managed the company’s operation of ECM / BPM services including budgeting, staff selection, and fee capture. I managed projects with the DEA, USAF, US Army, and the Merit Systems Protection Board (MSPB) and included ECM systems analysis and design, system implementation, Commercial-Off-The-Shelf (COTS) integration and customization and back-file conversion services. I was one of eight SHERIKON, Inc. employees (out of 750) awarded the SHERIKON, Inc. “Source of Excellence” award.

I held various positions while at ELS including CTO and the President of a wholly owned subsidiary - Envision Technologies, Inc. (ETI). As President ETI I developed the company business plan and established VAR relationships with prime software vendors. The business model included development and integration of Enterprise Content and Document Management Systems. Accounts included; Marriott International, the Electric Boat Division of General Dynamics, Otsuka Pharmaceuticals, the Securities and Exchange Commission and the Department of Justice. I managed the company P&L and staffing plan and daily operations and was an active member of the Board of Director’s. As Operation Center Manager (OCM), I managed the company’s engineering, logistics and program management, and information systems support for the Naval Sea Systems (NAVSEA) IDIQ contract. Efforts included implementation of management information systems and imaging systems for various directorates. Provided support to DOD’s Computer-aided Acquisition and Logistics (CALS) project.
