This program supported the development of integrated resource planning and information and provided training, including utility industry restructuring and market-based policy options.I continued my work as the co-chair of the State of Wisconsin greenhouse gas inventory and reduction cost study, which I started while at the Wisconsin public Service Commission. We developed these state-wide, all-sector greenhouse gas emissions studies for the State of Wisconsin. These studies were supported by funding from the USEPA, Oak Ridge National Laboratory and the U.S. Department of Energy. We prepared four reports:¬ Emissions Inventory for the State of Wisconsin, - Emissions Forecast for the State of Wisconsin, ¬ Emissions Reduction Cost Study for the State of Wisconsin,¬ Economic benefits and Jobs Impacts of Greenhouse Gas Emissions Reduction in the State of Wisconsin.I researched and promoted energy savings performance contracting as a tool for reducing energy use and emissions. I supported the development of the national Energy Services Coalition to remove barriers to use of energy savings performance contracting by state and local government and others. This work was funded by Oakridge National Laboratories and U.S. Department of Energy and was delivered in part through the Rebuild America Program. I also prepared and delivered training in Minsk, Belarus, on basic business skills for scientists in the former Soviet Union who had worked on weapons of mass destruction. The goals of the planning and siting law were to reduce environmental impacts and reduce costs for the ratepayers. I played a major role in getting the utilities in the state to develop and justify their plans for electric transmission system expansion based on computer model analysis of electric transmission system. I provided analysis and expert testimony in support of the PSCW decision to require utilities to share their electric transmission facilities, thus preventing unnecessary environmental damage and cost to ratepayers. I testified as an expert witness at the Federal Energy Regulatory Commission in defense this WPSC decision.I worked on numerous transmission, generation siting, and rate setting proceedings.I worked on the planning for compliance with SO2 allowance market, greenhouse gas emissions inventory and emission reduction cost analysis.I developed criteria for the incorporation of Clean Air Act Amendments of 1990 requirements for SO2 emission reduction and the SO2 emission allowance market into utility Integrated Resource Planning.I prepared the application for the funding for a statewide Wisconsin greenhouse gas inventory and reduction cost study. I was the co-chair of the state agency committee that led this study. This study covered all emissions in Wisconsin including both emission that affect climate and emission that affect human health. (1) Emissions Inventory, (2) Emissions forecast, (3) Emissions reduction cost study, and(4) Study or Benefits to the Wisconsin Economy.
