Represents clients, particularly in the construction industry, in a wide array of government contracts matters in the U.S., Europe, and Middle East. Litigates bid protests and contract claims before Government Accountability Office, Armed Service Board of Contract Appeals, and U.S. Court of Federal Claims. Assists clients with transactional and litigation matters involving the Federal Acquisition Regulation, False Claims Act, Foreign Corrupt Practices Act, Antideficiency Act, and other procurement laws relative to federal appropriations.

Represented the U.S. Army and other national defense agencies in all stages of complex, multi-million dollar litigation before the Armed Services Board of Contract Appeals (ASBCA), the Government Accountability Office (GAO), and the Federal Courts (COFC / CAFC). Cases involved systems, programs, supplies, and services vital to national defense with high visibility before Congress and within the Department of Defense. Lead attorney that was responsible for pleadings, motions, discovery, settlement negotiation, and trial.

Provided legal counsel and memoranda interpreting procurement and contract laws in combat operations, U.S. Forces withdrawal operations, U.S. property transfer to the Iraqi Government, fraud, and Economy Act transations that facilitated the transition of all operations to the Department of State.

Provided legal counsel and memoranda interpreting procurement and contract laws regarding contract formation and administration, contractor proposal analysis, bid protests, the use of appropriated and non-appropriated funds, as well as fraud and ethics.
