• Advise and represent the State CIO/DoIT Secretary and the Governor’s office on technology, innovation and the law.• Manage the legal team for the startup of a new consolidated State agency, responsible for information technology functions across departments, bridging IT procurement and policy opportunities to other constitutional offices and units of government. • Leadership responsibility in ERP procurement and deployment, data security, GDPR compliance, breach response, privacy, technology and innovation policy reform.• Negotiate, draft and revise XaaS contracts, software license agreements, user agreements, and manage all other IT commercial contracting and intellectual property matters for the enterprise.• Advise the State on digital transformation efforts, including mobile, cloud, data analytics, artificial intelligence (AI), blockchain, and the internet of things.• Manage outside counsel, internal investigations, inspector general investigations, audit responses, regulation changes, statutory changes, budget impact analysis, ethics compliance, FOIA and media communications.+ Created and lead a first-in-the-nation collaboration with the Information Technology & Innovation Foundation (ITIF) in Washington, D.C. to identify, deploy and establish best practices for key digital transformation technologies. Nominated in March 2017 for State IT Innovation of the Year by StateScoop.+ Represented the State of Illinois as a witness before the U.S. Commission on Evidence-Based Policymaking on the subject of data sharing and data privacy. Presented and answered questions on emerging issues in technology and the law in light of the digital transformation in society.
