Appointed by the President to serve on the Commission on Security and Cooperation in Europe, also known as the U.S. Helsinki Commission, an independent U.S. Government agency created in 1976 to monitor and encourage compliance with the Helsinki Final Act and other commitments. As an Executive Branch Commissioner, served as head of the U.S. Delegation for work under the "Economic and Environmental Dimension" of the Vienna-based Organization for Security and Cooperation in Europe (OSCE). In 2012, led the U.S. effort to secure the approval and passage of an OSCE Ministerial Council Declaration on Good Governance and Transparency, advancing anti-corruption, anti-money laundering and transparency initiatives throughout the 57-country region. In 2013, joined and led the economic dimension of the Helsinki Congressional Delegation visit to Israel and Turkey focused on normalizing Israel-Turkey relations and addressing shared regional economic and security concerns. (Part-time appointment held concurrently as Assistant Secretary of Commerce.)

Appointed by President Obama and unanimously confirmed by the U.S. Senate to lead the Market Access & Compliance division of the International Trade Administration at the U.S. Department of Commerce. Oversaw a global portfolio, managing six regional and policy deputy assistant secretaries and a staff of over 220 international trade specialists with responsibility for bilateral trade and investment relations with more than 180 countries. Responsibilities included developing and implementing strategies to increase U.S. market access for goods, services and investment in key emerging and developed economies, identifying and resolving, through commercial diplomacy, non-tariff barriers that impede free trade and investment, and monitoring and enforcing foreign government compliance with a range of WTO obligations and U.S. free trade agreements to ensure American companies and workers can compete on a level playing field. Engaged key private sector leaders, trade associations, and stakeholders to identify and address the business community’s top market access and trade policy concerns. Led and supported numerous trade missions and conducted high-level commercial diplomacy with key trading partners supporting record growth in U.S. exports under the National Export Initiative. Served as a principal trade policy advisor to the U.S. Secretary of Commerce; represented the department in key White House and interagency economic and trade policy making processes.

As a senior member of the Office of the White House Counsel, advised the President and senior White House staff on matters concerning Executive nominations, confirmations and appointments. Managed the White House vetting operation for all Executive Branch appointments and initiatives. Served as a principal White House liaison to key Senate committees of jurisdiction and to individual members of Congress on sensitive issues associated with individual nominations and appointments.

Advised the President and senior White House staff on key presidential appointments in the domestic cabinet and independent agencies. Managed the process for identifying, recruiting, interviewing and nominating appointees for cabinet and sub-cabinet positions throughout the administration. Worked closely with the Cabinet and White House leadership, including the Office of the Chief of Staff, Domestic Policy Council, Office of Legislative Affairs, and the Office of Science, Technology & Policy, to identify policy priorities and issues related to key appointments. Conducted outreach to members of Congress, national leadership organizations, and interest groups on issues affecting presidential appointments. Led effort on key diversity appointments, resulting in the largest number of Senate-confirmed Hispanic and LGBT appointments in history in the President’s first year.

Counseled and represented U.S., Asian, Latin American and European companies and financial institutions in foreign international litigation and international corporate compliance, including Foreign Corrupt Practices Act and Anti-Money Laundering counseling. Conducted privileged internal corporate investigations and represented leading companies, boards, and senior officers and managers in all aspects of federal and state criminal and regulatory investigations by the Department of Justice, SEC and other law enforcement agencies. Litigated complex commercial matters in state and federal courts. Substantial law and motion practice, including oral arguments in state and federal court, Ninth Circuit Court of Appeals, and federal jury trial practice. Named by California Lawyer in 2006 as one of the state’s top pro bono attorneys and an inaugural recipient of the Angel Award. Served as Hiring Partner and Chair of the Employment Committee for O’Melveny’s Los Angeles Office (2006-2009). Founding member of the firm’s Diversity Task Force and Diversity Advisory Board. Inaugural attorney recipient of the 2004 “O’Melveny Values Award” established by OMM Chairman Emeritus Warren Christopher to recognize professionals who best embody the firm’s values of “Excellence, Leadership and Citizenship.”

Served as senior advisor to the Clinton Administration, including to the Assistant to the President for National Service, on policy, program development and strategic planning related to the creation and start-up of the Corporation and the design and implementation of its signature program, AmeriCorps. Coordinated national policy initiatives and helped supervise all Corporation programs and departments. Served as a spokesperson before national and regional media, corporations, foundations, non-profit & community-based organizations. Represented the Corporation along with cabinet-level officials on the President’s Task Force on Welfare Reform and Family Support, leading to the landmark welfare reform legislation passed in 1996.

Established and managed the $45 million pilot National Service Demonstration Program. Coordinated program development, technical assistance, and evaluation for the 14 programs operating across 17 states. Extensive public speaking and advocacy for community-based solutions to chronic social problems through public, private and independent sector organizations, civic engagement and volunteer community service. Formulated policy recommendations to the Board of Directors, assisted with the drafting of the Commission's Report to Congress, What You Can Do for Your Country. Served as a senior policy advisor to the White House Office of National Service on the drafting and development of the National Service Trust Act of 1993, the enabling legislation for AmeriCorps.
