I provide counsel to boards and management teams of public and private companies on business strategy, law, legislation, and regulation. My experience includes corporate responsibility, governance, M&A and other transactions, regulatory compliance, and market entry, preservation, and expansion. My legislative and regulatory portfolio includes health, justice, education, and economic issues. I have extensive knowledge in the fields of health care access, opioid and other controlled medications, addiction treatment, and pain management.I previously founded and served as Managing Partner of DCBA Law & Policy, a law firm focused primarily on corporate, drug and device, and health law. In addition to having established and expanded DCBA Law & Policy, I co-created and successfully exited a global health care and policy consulting firm and a private residential substance use disorder treatment program. My social entrepreneurship includes serving as board chairman of the Center for U.S. Policy, a not-for-profit advancing solutions to the nation’s substance misuse, mental health, and incarceration crises; and co-founding a not-for-profit that provided early leadership to address the U.S. opioid, heroin, and fentanyl crisis. I have appeared often on national television networks to provide legal, political, and issue analysis; and I am a frequent speaker at national and international conferences. I have also published numerous articles in legal, policy, and medical journals.
