Currently holding two statutorily defined roles: State Chief Information Officer and Director (Chief Executive Officer) of Washington Technology Solutions (WaTech), an independent agency.WaTech is a standalone agency that sells technology services to the 2000 governmental departments and agencies in the State with an emphasis on the executive branch of state government. The director is the Chief Executive of the ~570 person organization with bi-annual budget of ~$380m. Accomplishments: - Fused three disparate teams and cultures into a single, high performing organization delivering new levels of customer satisfaction and business discipline. Employee satisfaction up 15% as measured by internal surveys. - In first year of operations, reduced costs and increased revenue by an estimated net $15m on a $180m budget. - Primary author and executive sponsor of the Bill (ESSB 5313) which created WaTech, consolidating three statutorily chartered organizations into a single agency - Rebuilt executive team from both internal and external resources - Recruited top talent inside and outside the state including CIOs of 5 other agencies - Redesigned internal financial structure and strategy for greater transparency for legislators and auditors

The Washington State CIO is a gubernatorial appointee and executive cabinet member responsible for technology policy, strategy, project and budget oversight across the executive branch of state government. The role also acts as a consultant to the Governor and the Legislature at the intersection of technology and public policy and is responsible for oversight and direction of approximately $1.2B a year in IT spend.Accomplishments: - Recognized by the Digital State Institute as one of the leading states in IT governance as a result of increased budget transparency, new project prioritization process and implementation of new processes for agency IT project management. - Won the 2014 Technology Business Management Council Champion award for innovative approach to IT spending, structure and discipline. - Serve on executive committee of NASCIO (National Association of State Chief Information Officers). Also served as Chairman for NASCIO Cyber Security Committee and their Digital Privacy Committee - Conceived and hosted the first Governor’s Summit on Cyber Security and Privacy with a goal to educate lawmakers and drive awareness across government and private sector. The result was two related laws passed: - Created and helped pass into law the Washington State Office of Cyber Security (ESSB 6528) responsible for cyber security strategy across the executive branch. - Created the country’s third Chief Privacy Officer role and the first CPO role written into law (SHB 2875). Position consults with governor and legislature on privacy legislation, advocates for consumer privacy issues and convenes state agencies to coordinate and drive consistency. - Authored dozens of articles on the intersection of security and privacy and public policy. - Spoke on behalf of the Governor and Washington State at engagements locally, nationally and internationally.

Led company’s acquisition strategy including sourcing companies and technology, defining integration plan, and leading technical due diligence. Owned strategic relationships with industry leaders such as Simpay, CTIA, FDC, and the Mobile Payments Forum.
