The Coral Gables Police Department is a CALEA accredited (with Excellence) department of 255 members serving a daily population of over 100,000.

Served as an FBI Detailee to the US Department of Interior, Bureau of Indian Affairs (BIA) as the Deputy Associate Director of Law Enforcement Operations where I was responsible for all BIA uniformed police and criminal investigative operations. Managed a $187 million budget. Supervised 9 Special Agents in Charge, numerous Assistant Special Agents in Charge, and more than 20 Chiefs of Police that manage full service police departments on Indian Reservations throughout the US. Total sworn personnel under management includes approximately 300 uniformed police officers and more than 130 special agents.

Special Assistant to Executive Assistant Director - Criminal, Cyber, Response and Services Branch. As the Special Assistant to the Executive Assistant Director, I was responsible for advising the Executive Assistant Director and divisional Assistant Directors on policy, strategy, budget, and management challenges. The Executive Assistant Director’s office is responsible for more than 12, 000 FBI employees that address both Criminal and National Security missions and a budget of over $800 million. The collective divisions within the branch represent the largest operational entity within the FBI, and together, completed more than 70,000 investigations and 250 undercover operations in 2009.Selected, as part of the FBI Director's Strategic Execution Team, to lead a team of more than 30 special agents, intelligence analysts and professional staff in the implementation of intelligence reforms in one of the Bureau’s largest field offices. This team worked with the field office executive management team to implement changes to the Dallas Field Office organizational structure, intelligence related business processes, and trained the entire office on these changes. This effort represents the biggest transformation in the history of the FBI as the organization moves from a reactive posture to being intelligence-led.

Special Advisor to Agency Assistant Director in national security and intelligence. Managed the design, development and implementation of a Bureau-wide intelligence collection management process and system. At the time, it was the 2nd highest priority on the Director’s agenda and required regular briefings to the entire executive team including Director Mueller, Deputy Director, Associate Deputy Director, CIO, etc. Allowed the Bureau to understand internally and communicate externally to the ODNI (Office of the Director of National Intelligence) its capability to collect, analyze and disseminate intelligence. Managed a team of FBI Special Agents, Intelligence Analysts, contractor, and McKinsey & Co. resources during this project.Developed the Intelligence Program performance management objectives and measurable results for the annual performance appraisals of all of the top field executives (56 Special Agents in Charge) in the FBI. They were measured on how effectively they had implemented and integrated the intelligence program in their respective field office.Recruiting team lead and interviewer for Harvard Business School, Harvard Kennedy School of Government and Massachusetts Institute of Technology (MIT).

Led the Program Management Office for the Commonwealth of Massachusetts ICJIS (Integrated Criminal Justice Information Systems) Strategic Planning project. This project defined how government agencies across the Commonwealth will share criminal justice information and intelligence electronically through the integration of CAD/RMS systems. Managed a team composed of both Commonwealth and contractor personnel. Required to develop a unified plan and strategy as well as build consensus across multiple state and local agencies that spanned executive, judicial, and legislative branches.At the request of the Illinois Governor’s Office of Management and Budget, directed a team to complete a reorganization strategy and benchmarking study for the Illinois State Police (ISP). Proposed recommendations included $13 million in State savings annually and resulted in the redeployment of more officers to the frontlines. These recommendations were implemented by ISP the following year.Led the development of performance metrics for the Illinois Criminal Justice Information Authority and the Illinois State Police. These metrics, regularly reviewed by the Governor’s office, are directly linked to each organization’s strategic plan and measure the public sector value created by each.Managed a team responsible for evaluating and redesigning the passenger security process for approximately 90 of the nation’s largest airports for the Transportation Security Administration. Responsible for the development of the project plan, timeline, financials, and resource needs. Delivered the project on time and within budget. Developed strategic partnerships and thought leadership to help grow the business. As an example, developed a global go-to-market strategy with Microsoft and Avanade in Integrated Justice. Responsible for maintaining and developing Accenture’s relationship with these private sector companies.
