Prior to joining the Coral Gables Police Department, he served in the Federal Bureau of Investigation (FBI) for 6 years as the Special Assistant to the Executive Assistant Director of the Criminal, Cyber, Response and Services Branch and as the Special Advisor to the Assistant Director of the Directorate of Intelligence. He also served for 2 years as an FBI detailee to the U.S. Bureau of Indian Affairs as the Deputy Associate Director of Law Enforcement Operations. Prior to joining the FBI, he spent 13 years as a management consulting executive where he held several increasingly responsible positions focusing on public safety and law enforcement. He also spent 11 years as regular and reserve Deputy Sheriff in Wise County, Texas, and 5 years as a reserve police officer in Addison, Texas. Kennedy School of Government, and is a graduate of Session #65 of the Police Executive Research Forum's (PERF) Senior Management Institute for Police (SMIP) in Boston. As the Special Assistant to the Executive Assistant Director, I was responsible for advising the Executive Assistant Director and divisional Assistant Directors on policy, strategy, budget, and management challenges. The Executive Assistant Director’s office is responsible for more than 12, 000 FBI employees that address both Criminal and National Security missions and a budget of over $800 million. The collective divisions within the branch represent the largest operational entity within the FBI, and together, completed more than 70,000 investigations and 250 undercover operations in 2009.Selected, as part of the FBI Director's Strategic Execution Team, to lead a team of more than 30 special agents, intelligence analysts and professional staff in the implementation of intelligence reforms in one of the Bureau’s largest field offices. This team worked with the field office executive management team to implement changes to the Dallas Field Office organizational structure, intelligence related business processes, and trained the entire office on these changes. This effort represents the biggest transformation in the history of the FBI as the organization moves from a reactive posture to being intelligence-led.

These recommendations were implemented by ISP the following year.Led the development of performance metrics for the Illinois Criminal Justice Information Authority and the Illinois State Police. These metrics, regularly reviewed by the Governor’s office, are directly linked to each organization’s strategic plan and measure the public sector value created by each.Managed a team responsible for evaluating and redesigning the passenger security process for approximately 90 of the nation’s largest airports for the Transportation Security Administration. Responsible for the development of the project plan, timeline, financials, and resource needs. Delivered the project on time and within budget. Developed strategic partnerships and thought leadership to help grow the business. As an example, developed a global go-to-market strategy with Microsoft and Avanade in Integrated Justice. Responsible for maintaining and developing Accenture’s relationship with these private sector companies.
