Energy and Safety matters to Commissioner Catherine J.K. Sandoval. Duties include advising Commissioner on voting matters, drafting concurrences and alternate proposed decisions, project manager of assigned cases, drafting speeches and presentations. Selected proceeding work includes:* Low Income Energy Efficiency and Rate Assistance Programs: Drafted a decision resulting in low income customers receiving over $1.1 billion in rate assistance to over 1.5 million Californians; the efficiency programs save the average household over $70 annually on their electric/natural gas bill* Water/Energy Nexus: Drafted a decision on "matinee rates" for commercial customers to shift electric usage to take advantage of water optimized generation consumption leading to more water available during the historic drought* San Onofre Nuclear Generation Station: worked on framework for post-settlement actions

Work on implementation of CPUC's Safety Action Plan, tracking safety legislation, proceedings and other administrative matters. Projects include:* Drafted CPUC emergency response management plan, including training time table and implementation * Created and implemented a monthly safety report of all Commission safety-related activities* Coordinated a commission-wide "Safety Action Plan" including initial steps to create a safety management system* Created and implemented a safety-related IT needs assessment, leading to major improvements to utility safety incident reporting databases for both natural gas and electric utilities

Acting Supervisor to the Risk Assessment and Enforcement Unit. The unit was the first in the country to integrate independent risk assessments into a utility's General Rate Case proceeding. The unit promotes safety by ensuring that the regulated entities integrate risk analysis into their operational, planning and other decision-making processes. The group concentrates primarily on general rate cases and other major cases to help integrate risk assessment into the Commission's regulatory process. Project and Program Supervisor for a team of 5 senior analysis and engineers. Under my supervision, the team:* Successfully oversaw the completion of the first risk assessments for the four major California energy utilities* Designed operational procedures for risk assessments for utility natural gas and electric operations* Created and implemented new resource requests for additional budgets for staffing* Hazard Analysis and Mitigation Report on Aldyl A Polyethylene Gas Pipelines

Selected Case work includes:* Energy Efficiency, including creation of rolling portfolio model for California EE Programs with over $1 Billion annual spend, creation of new on-bill repayment financing pilots to help customers pay for capital intensive efficiency measures, updated utility incentive mechanism* Energy and Large Water Utility Cost of Capital proceedings, authorizing enough rate of return to attract capital investment and simultaneously led to a monthly customer bill savings for all customers of $0.75-$1.50, from reduced return on equity * San Diego Gas & Electric Company/Southern California Gas Company General Rate Case - determination of overall revenue requirement. operational expenses, and capital investments to customers* Design of PG&E Economic Development Rate, giving load-intensive businesses an incentive to come to the service territory under qualifying conditions Serving as an energy advisor (CEA) to Commissioner Mark Ferron.
