• Director of support to and manages Cyber Security, DIACAP, and Risk Management Framework (RMF) activities for the Senior National Leadership Communications Office (IMN2, Network Services (NS)) in the Defense Information Systems Agency (DISA).• Recommends, implements, designs and is responsible for planning, engineering, acquiring, fielding, and supporting global net-centric solutions and operating the Global Information Grid to serve the needs of the President, Vice President, the Secretary of Defense, the Joint Chiefs of Staff, the Combatant Commanders, and the other DoD Components under all conditions of peace and war. • Serves as a Senior Engineer and is responsible for specific tasks related to current and future services fielding, sustainment, and planning and defense of programs with higher authorities, leading senior review groups and responding to various DISA taskings. • Participates in the analysis of Presidential, OSD and JS guidance (e.g., Defense Guidance, Joint Strategic Planning Document, Executive Orders, etc.) for application to GS Center programs/projects and participates in the development of the Directors Planning Guidance (DPG) to ensure business objectives are considered. • For assigned programs and projects, coordinates the development of component/second-level program plans for the GS Centers. Leads in developing guidance and reporting requirements for the preparation and implementation of program and other financial/business plans for the DISA staffs.• Reviews program plans, ensuring their coordination and integration. Participate in independent assessments addressing the analytical integrity, risk and overall value of program and other component plans, as directed by GS and DISA leadership.

• Manage a team of over 60 personnel while serving as a CNO (Computer Network Operations) technical authority on data integrity, intelligence gathering, analysis, emerging and current operations, and management of network information sharing with all mission partners.• Provide advanced technical oversight, coordinate, and report all DISA Enterprise events and security issues in near real-time by providing analysis of network attacks and security incidents through collaboration with Computer Network Defense (CND) subject matter experts (SME). Identify and develop cyber appropriate and operationally effective countermeasures and mitigation strategies. • Author and recommend secure cyber strategies, Tools, techniques, and tactics (TTPs), Concept of Operations (CONOPS), Cyber playbooks, policies and procedures that create more effective collaboration and communication across the organization. • Assembled expert team to create the Net Assurance and Computer Net Defense Program implemented at the DISA Command Center and USCYBERCOM. The team is comprised of the IFC (Incident Fusion Team), VMRC, (Vulnerability and Management) , EOC (Enterprise Operations) and (BP) Boundary and Protection which support all DISA Command Center CND/CNO operations, processes, metrics, execution of orders, collaboration, mitigation techniques, strategies, and efforts.• Authored and implemented CND/NA (Network Assurance) TTPs outlining specific requirements for conducting CNO. The document clearly outlines requirements, tools, conduct, reporting, training, certification, and steps for liaison with key mission holders on the Joint Operations Center (JOC), NSA/CSS Threat Operations Center (NTOC), and all DISA Network Centers worldwide.

• Project Lead for Defense Intelligence Agency (DIA) DIACAP effort as a Senior Information Assurance validator and certifier. Charged with the planning and development of a formal IA program responsible for maintaining an above acceptable IA posture rating for the DSO and all sub-elements. Managed and supervised team of 25 IT/IA contractors support and coordinated with multiple systems engineering and development programs to ensure implementation of IA controls throughout systems development life cycle (SDLC). Provided and implemented authoritative guidance to the directorate IT Services program. Monitored program status; presented status information to senior level management. Promoted security issues to leadership. Ensured security principles were reflected in all program, division and organizational goals.• Expert knowledge of DoD Instruction 8500.2, IA Implementation. Ensure appropriate policies and procedures are developed for Mission Assurance Category (MAC) requirements, Joint Task Force - Global Network Operations (JTF-GNO) Communication Task Orders (CTOs), Fragmentary Orders (FRAGOs), and Operational Orders (OPORDs). • Led a team to develop, modify and execute security test plans, assess the IA risk of IT systems, and document them into formal risk assessments.• Coordinated and served as technical authority on C&A activities with team members and clients while managing client expectations.
