Managed the enlisted personnel retention and transition program for Fort Bliss, Texas with a workforce of more than 20,000 personnel and a subordinate staff of 28 Career Counselors while serving as the program director and senior advisor to the Commanding General. Resolved personnel issues involving pay, training, reclassification, reassignments, personnel actions, strength management, utilization, unfulfilled agreements, and transition.o Enhanced the program with an 80% increase in retention success during management tenure. o Improved the status of Fort Bliss to #1 overall among TRADOC installations in personnel retention rates after previously ranking last in 2005, prior to arrival. o Analyzed, planned and coordinated staffing & budget requirements to ensure superior levels of support for each organization across the installation, and served as account manager for the $500,000 Installation Retention budget.o Planned, funded and supervised high-visibility events featuring VIPs, such as the Secretary of Defense, Vice President, Secretary of the Army and the Army Chief of Staff. o Trained and mentored a versatile team of counselors to serve as the soldiers’ representative in negotiating reenlistment terms with the Army. o Provided monthly briefings to the Commanding General, identifying program challenges and defining plans to maximize results.
