Accelerating adoption of advanced commercial technology to the Department of Defense

The Defense Engagement Unit is an entity within the Department of Defense charged with accelerating and streamlining the process by which commercial technology is sourced and integrated across the U.S. military to ensure our national defense.• I collaborate with venture capital & technology company CEOs, senior DoD officials, and Congressional Members and staff to leverage technology innovation and entrepreneurship for national security applications -- Increased congressional appropriation by 60% per year, two years in a row; doubled number of projects; 40% increase in tech vendor submissions; awarded contracts to: 134 non-traditional vendors/60 first-time vendors/50+ small business

Congress established the Section 809 Panel (Sec 809 of the FY16 NDAA) to make recommendations to streamline and improve the defense acquisition system.• Managed all aspects of the organization, including strategic planning; timely production of high-quality analytic reports; public and legislative relations; hiring and supervising qualified staff; and budget management.• Collaborated with Panel commissioners; Congressional Armed Services, Appropriations, and Oversight Committee staff; DoD senior leaders; and over 100 industry CEOs to develop/advance defense acquisition reform initiatives • 22 recommendations implemented by Congress; refocused DoD’s small business policies to prioritize mission capability

Provides programmatic oversight/analyzes problems related to planning, programming, & budget execution to inform policy and support resource allocation decisions. • Conducted analyses/formulated policy alternatives based on risk assessment, requirements & budget evaluation for Secretary of Defense-directed programmatic studies; designed multi-faceted alternatives advocating DoD policy positions• Saved DoD $250M by leading a joint efficiency study of the $13B Transportation Working Capital Fund; ensured compliance with department policy and solvency statutes and maintained transportation operational readiness• Conducted a comprehensive management review of organizational structure, business processes, and resources of the Pentagon Force Protection Agency; identified strategies to improve service and correct funding issues • Validated Service legislative goals against DoD budgetary constraints; conducted comprehensive analyses of Service legislative proposals and impact on Service program decisions• Led impact analysis of Defense Planning Guidance (DPG) on force composition requirements; validated multi-year procurement contract

• Led over 800 officers, enlisted, and civilian members and 59 C-17A aircraft; implemented policy in 5-month absence of the Operations Group Commander• Planned, managed, administered, and supervised the global C-17A airlift operations and aircrew training for five operational C-17A squadrons• Responsible for day-to-day management of national command-directed airlift missions, a 40,000-hour flight training program, and $150M annual operation budget

• Commanded one of 14 operational C-17A squadrons in the United States Air Force; responsible for the safe execution of a 27,000 flying hour program, led 150 personnel and managed $2.4B in airlift assets• Established the foundation through visionary thinking and planning for the current Expeditionary Airlift Squadron concept; pioneered an innovative plan leading 550 personnel, 14 military units, and $10.2M in equipment that reorganized Air Mobility Command’s airlift support to CENTRAL COMMAND operations • Led forward deployed C-17 Expeditionary Airlift Squadron dispersed over three geographically-separated locations in response to a 250% operational surge – directed all strategic airlift into Afghanistan and all Iraq retrograde strategic airlift• Reduced overall aircrew requirements by 18% by strategic analysis of the aircrew management system; directed changes to aircraft flow and streamlined the aircrew management system

• Directly advised Secretary of the Air Force and Air Force Chief of Staff on Air Force issues before the Congressional Armed Services Committees; implemented congressional engagement strategy to advocate for high priority Air Force programs and authorizations worth over $118B.• Articulated complex budget and basing programs to Armed Services Committee leadership, built confidence between Congress, committee staffers and the Air Force leadership; effectively communicated Air Force basing strategy shift• Led Defense Authorization Act appeals through DoD and the Office of Management & Budget; identified critical proposals amended by Armed Services Committee and garnered support for successful reconsideration; saved the Air Force over $1.7B• Developed and executed legislative strategies for national security issues, advocated for Secretary of the Air Force and Chief of Staff of the Air Force legislative priorities and prepared senior leaders for Capitol Hill engagements and congressional testimony; influenced legislation for F-22 procurement, combat air forces reduction, and force structure realignment; resulted in execution of $140B Air Force budget request• Prepared/executed Speaker of the House of Representatives travel; interacted with other U.S. Government Departments, foreign governments, and other Congressional offices and staff to ensure safe and successful mission execution

• Developed policy and coordinated with Air Mobility Command, Department of Defense, Department of Energy, Department of State and foreign governments for airlift of nuclear materials and the successful implementation of $10B Presidential non-proliferation policy.• Developed, coordinated, planned, and programmed strategic Force Structure policy for 12 Air Mobility Command bases and over 65,000 personnel. • Provided the Air Mobility Command senior leadership in-depth analysis and policy recommendations of all force structure data.• Managed Force Structure affecting bases, units, manpower, and equipment within the Command valued at $160B. • Responsible for world-wide command and control of air mobility and air refueling operations and assets• Various flying assignments in the C-17A, C-130H, T-43, T-37, and T-1 aircraft. Responsible for the tactical integration of air and space assets in support of national interests as an Instructor Pilot. Led combat missions in Operations ENDURING FREEDOM, IRAQI FREEDOM, NEW DAWN, and ODYSSEY DAWN.
