Most recently I worked on the technical implementation of two banks: an OCC-regulated national US bank pivoting towards Banking-as-a-Service with open APIs; and a Bermuda-based de novo bank formed to focus on servicing the burgeoning digital asset space. Multi-Disciplinary IT Executive with success and exits starting in the 90's and now extending into the 2020s. Most recently held senior and executive level positions in Financial Services, with the ambitious goal of bringing sanity, safety, and soundness to the development of emerging technology in a highly-regulated environment. Currently focused on distributed systems and the business models they enable, but with an eye towards the ramifications to existing business models and how to evolve them with as little pain as possible.Security and scaleability concerns (of technology and business), open communication, and nimble architectures as guideposts steer my major goals, with data, people, and constant process improvement influencing my day to day accomplishments. Co-Founder & CioFrank Financial Corp (Global Reserve) May 2018 - Jul 2019Frank Financial was an ambitious de novo bank with the purpose of creating a legitimate, legal structure around the issuance, redemption, and lifecycle of USD-denominated bank deposits dematerialized on blockchain platforms. Modeled after a financial market utility to work with banks of all types and sizes, the goal was to create base-layer infrastructure in the USA to support transfers of bank deposits on-chain with immediate settlement, adhering to all typical bank regulations and AML, KYC, and counter-terrorism financing controls. While successful in its regulatory approach and design, Frank Financial dissolved after not being able to raise enough seed funds to last through the application phase. FDIC rules are strict about how a bank raises equity funds and this ended up being a key challenge in the formation of the institution.As CIO, I was responsible for the team who defined, designed, and built the core set of bank products, using 4 major protocols: R3's Corda, Hyperledger Fabric, Ethereum, and Stellar. As a key member of the executive team, I worked with our investors, regulators, and partner ecosystem to create a true "Digital Bank."
