Have worked with public entities and risk management organizations, and made presentations to conferences and associations throughout the United States on subjects such as: Workplace Civility, Managing Police Liability, Workers Comp Cost Containment, Risk Control Best Practices, Risk Management Continuing Education, Risk Pool Management, Identifying & Analyzing Exposure to Loss, Preventing Workplace Harassment & Discrimination, etc.

Have made presentations to the Police Chiefs Association on such subjects as: Police Professionalism, Managing Law Enforcement Liability, Managing Police Auto Risks, Examining Your Officer Safety Culture, etc. Further, serve on the TACP Professional Standards Committee (assisted with the development of Tennessee's police department accreditation program), and the TACP Training Committee.

For more than 25 years, have served as an instructor on the adjunct faculty at TLETA for the Basic Recruit School on the subjects of law enforcement risk management, police liability, and officer safety. Further, provide instruction to the TLETA's Transition School and Law Enforcement Management Academy (LEMA).

This popular conference presentation has struck a chord with audiences throughout the United States. In our entitlement culture, it is many times a struggle to regard or consider the other person before we speak or act. This session examines the roles that poor communication skills, attitudes, personal insecurities, and other factors play in creating a toxic culture within many organizations. Further, this session will identify evaluation points and action steps designed to enhance the work environment toward a more productive, positive and safer culture. This presentation has been presented to audiences from Spokane, Washington, to Orlando, Florida, to Newport, Rhode Island.

A Founding Member of the Tennessee Public Risk Management Association (TnPRIMA) in 1986, I served as President in 2012 and 1993. Serving on the Board of Directors from 1992 until 1998, and again presently since 2010, I have continued to be an active member, presenter, conference planner and promoter of the organization since its inception. TnPRIMA has developed into one of the most influential associations within the public risk discipline in the nation. In November 2012, TnPRIMA presented me with its highest honor, the Abigail Hudgens Distinguished Service Award.

Supervising a staff of eight, I am responsible for property conservation and casualty risk control consulting services for approximately 500 public entities participating in the risk management pool. In addition to on-site consulting services, the department provides an extensive training and education program for its members.

Appointed to serve a second 2-year term on the Board for the Public Entity Risk Institute (PERI) as the organization begins its transition following the establishment of the new operational partnership with the Public Risk Management Association. Responsible for establishing direction and policy to be carried out by the PERI/PRIMA staff in providing development and educational (& other) opportunities for risk managers in the public and non-profit sectors.

Served on the national Board of Directors in 2012-13, a position I also held in 2000-03. Further, I have made numerous presentations to the national conference, various state conferences, and regional educational sessions for the Public Risk Management Association, most recently speaking on "Risk Transfer: Contracts Risk Management", "Essentials in Workers Comp Cost Containment" and "Police Pursuits: What Every Risk Manager Should Know." Other topics have included "The Risk Control Impact of Workplace Incivility" and "Best Practices in Public Entity Risk Control." Further, served on the Faculty of the PRIMA Institute from 2001 to 2010, making presentations on "Risk Control" and "Identifying & Analyzing Exposure to Loss." Additionally, was a co-presenter for the national webinar in November 2009 titled "Risk Pool Management." Authored an article in the July 2010 edition of Public Risk Magazine also titled "The Risk Control Impact of Workplace Incivility" for which I was named Public Risk 'Author of the Year' for 2010-11. In 2012, I authored "Public Risk 101: Understanding the Uniqueness of Public Entity Risk" and "Civility Revisited: From Life-Enhancer to Problem-Solver."

While also serving as Director of Loss Control, served concurrently as Director of Personnel responsible for maintenance, review, updating and enforcement of the organization's Personnel Policy. Significant achievements include successfully navigating and managing the organization's employee grievance procedure and each separation event during his eight-year tenure without any leading to litigation.
